【摘要】：在恐怖主義威脅日益復(fù)雜化和多樣化的今天,為保護(hù)加拿大海外利益和國內(nèi)安全利益,維護(hù)與美國的聯(lián)盟關(guān)系,加拿大政府于2012、2013和2014年連續(xù)出臺(tái)了一系列有關(guān)反恐的官方文件。在2014年議會(huì)大廈槍擊事件之后,哈珀政府更是進(jìn)一步調(diào)整和改善反恐戰(zhàn)略的思路與政策,其反恐態(tài)度與手段更趨強(qiáng)硬。但加拿大在反恐問題上追隨美國、秉持"雙重標(biāo)準(zhǔn)",有些做法脫離實(shí)際、過于極端,且對新的恐怖主義襲擊方式和公共外交等"軟"性手段重視不夠,新政策更是引發(fā)了國內(nèi)廣泛爭議,對其反恐實(shí)際效果產(chǎn)生了消極影響。
[Abstract]:In an increasingly complex and diverse terrorist threat, the Canadian government issued a series of official counter-terrorism documents in 2012, 2013 and 2014 to protect Canada's overseas and domestic security interests and maintain its alliance with the United States. After the 2014 shooting at the Parliament House, the Harper administration has further adjusted and improved the thinking and policy of its counter-terrorism strategy, and its anti-terrorist attitude and tactics have become more hawkish. However, Canada has followed the United States on counter-terrorism issues, adhering to "double standards," some of which are unrealistic and extreme, and not paying enough attention to new ways of terrorist attacks and "soft" means such as public diplomacy. The new policy has triggered a wide range of domestic controversy, and has had a negative impact on the actual effect of anti-terrorism.
