【摘要】：國家間信任問題是國際關(guān)系中十分重要且又不容易解決的問題之一。國家間信任困境是國家間安全困境出現(xiàn)的重要原因，同時也可能造成即便存在共贏焦點而無法實現(xiàn)有效合作的情況。國家間信任成為了國際關(guān)系中的稀缺品，國家間信任程度的高低直接影響著國家間交往的過程與結(jié)果。建構(gòu)國家間信任關(guān)系是為了尋找一條既有解釋力又具有預測力的理論來解決國家間信任困境，進而增進國家間關(guān)系的良性發(fā)展，實現(xiàn)有效合作，促進互利共贏。 從對國家間信任的解構(gòu)開始，本文將國家間信任解構(gòu)為三種意象，即類屬、互動、體系以及三種內(nèi)化，即能力、代價、認同。國家間信任的建構(gòu)并非只是國家行為體才能做到，，同時其也受制于它們之間的互動以及體系因素的作用，因而全面的分析應該包括三種意象，進而形成分析與建構(gòu)的三個維度。三種內(nèi)化代表了認知結(jié)構(gòu)的變遷，是國家間信任得以形成和發(fā)揮作用的原初動力，三種內(nèi)化是遞進的關(guān)系，在國際實踐中完成同化與順應兩個過程。通過對三種意象和三種內(nèi)化的展開論述，厘清了國家間信任的基本脈絡(luò)，找到了建構(gòu)國家間信任的突破口，為建構(gòu)國家間信任提供了合理有效的變量。 在建構(gòu)國家間信任的過程中，以三種意象為維度，輔以三種內(nèi)化，分別論述了類屬意象的三種內(nèi)化即實力、脆弱性和政體相似度；互動意象的三種內(nèi)化，即感知過程、理解過程和認知過程；體系意象的三種內(nèi)化，即能力分布、國際制度和體系文化。以此從多個角度闡釋建構(gòu)國家間信任的基礎(chǔ)和路徑，整體論述格局呈進化上升趨勢，用漸進的方法建構(gòu)國家間信任，使之在富有對國家間信任建構(gòu)過程的思考的同時不失基礎(chǔ)主義認識論的要求，完成具有現(xiàn)實根據(jù)和可操作化特征的理論建構(gòu)。
[Abstract]:Trust between states is one of the most important and difficult problems in international relations. The inter-state trust dilemma is an important reason for the emergence of the inter-state security dilemma, and it may also lead to the situation that even if there is a win-win focus, the effective cooperation can not be realized. Trust between countries has become a scarce commodity in international relations, and the degree of trust between countries directly affects the process and results of inter-state communication. The purpose of constructing the trust relationship between countries is to find a theory with both explanatory and predictive power to solve the dilemma of trust between countries, and then to promote the benign development of the relationship between countries, to realize effective cooperation and to promote mutual benefit and win-win situation. Starting from the deconstruction of inter-state trust, this paper divides inter-state trust into three kinds of images, that is, category, interaction, system and three kinds of internalization, namely ability, cost, identity. The construction of trust between countries is not only possible by the actors of the state, but also by the interaction between them and the function of the system factors. Therefore, the comprehensive analysis should include three kinds of images, and then form the three dimensions of analysis and construction. The three kinds of internalization represent the change of cognitive structure and the primary motive force for the formation and exertion of trust between countries. The three kinds of internalization are progressive relations and complete the two processes of assimilation and adaptation in international practice. By discussing three kinds of images and three kinds of internalization, this paper clarifies the basic context of inter-state trust, finds a breakthrough in constructing inter-state trust, and provides a reasonable and effective variable for the construction of inter-state trust. In the process of constructing inter-state trust, three kinds of images are taken as dimensions and supplemented by three kinds of internalization, which respectively discusses the three kinds of internalization of generic image, namely, strength, vulnerability and regime similarity, and the three internalization of interactive image, that is, the process of perception. Understanding process and cognitive process; three kinds of internalization of system image, namely ability distribution, international system and system culture. In this way, the basis and path of constructing inter-state trust are explained from many angles, and the overall pattern is on the rise, and the gradual method is used to construct inter-state trust. At the same time without losing the requirement of foundational epistemology, it can complete the theoretical construction with realistic basis and operational characteristics.
