中國(guó)醫(yī)療隊(duì)在摩洛哥

【摘要】：關(guān)于中國(guó)與摩洛哥關(guān)系的研究越來(lái)越多,這兩個(gè)國(guó)家的雙邊關(guān)系發(fā)展了很多年,尤其是在剛過(guò)去的一年,自從摩洛哥國(guó)王來(lái)到北京訪問(wèn)后就兩國(guó)發(fā)展涉及到許多方面。但是,大部分的研究都是經(jīng)濟(jì)方面的話題,很少有關(guān)于兩個(gè)國(guó)家的醫(yī)療合作;本論文的主題就是中國(guó)醫(yī)療隊(duì)在摩洛哥的情況。中國(guó)和摩洛哥的醫(yī)療合作已有四十多年的歷史,中國(guó)的醫(yī)療隊(duì)的主要任務(wù)是彌補(bǔ)摩洛哥醫(yī)院的缺乏�；靖采w全在摩洛哥的各個(gè)區(qū)域。中國(guó)醫(yī)療隊(duì)的出現(xiàn)被認(rèn)為是兩國(guó)歷史雙邊關(guān)系最早的代表之一,而本研究就基于中國(guó)和摩洛哥的最早醫(yī)療關(guān)系開展。中國(guó)醫(yī)療隊(duì)在摩洛哥的存在就是證明這兩個(gè)國(guó)家的穩(wěn)定的關(guān)系。此研究通過(guò)集中在歷史背景醫(yī)療合作上兩國(guó)雙邊關(guān)系。值得一提的是,這個(gè)研究是否忽略了醫(yī)療援助是中國(guó)想通過(guò)擴(kuò)張影響得到私利,還是只是善意。中國(guó)和摩洛哥建交多年,一直如好朋友般的兩個(gè)國(guó)家,從1963年周恩來(lái)總理訪問(wèn)摩洛哥以來(lái),中摩兩國(guó)就建立了良好的關(guān)系。中國(guó)醫(yī)療隊(duì)是中國(guó)醫(yī)療項(xiàng)目很重要的部分之一。這個(gè)研究會(huì)提起中國(guó)給摩洛哥提供的援助種類,就是說(shuō),中國(guó)醫(yī)療隊(duì),提供的醫(yī)療設(shè)備,還有另外的醫(yī)療短期項(xiàng)目。因?yàn)檫@個(gè)研究我特意在中文的網(wǎng)站查了一些資料。自1975年中摩開展醫(yī)療合作以來(lái),上海市衛(wèi)生局共向摩洛哥派遣了109支(次)醫(yī)療隊(duì)和1200多名醫(yī)療隊(duì)員。目前,有12支中國(guó)醫(yī)療隊(duì)工作在摩洛哥,其中大部分駐扎在偏遠(yuǎn)山區(qū)和荒漠地帶。40多年來(lái),中國(guó)醫(yī)療隊(duì)員克服常人難以想象的困難,發(fā)揚(yáng)白求恩精神,以精湛的醫(yī)術(shù)救治了無(wú)數(shù)當(dāng)?shù)厝罕?贏得了摩洛哥社會(huì)各階層的尊重,被譽(yù)為“白衣民間大使”。中國(guó)醫(yī)療隊(duì),作為中國(guó)和摩洛哥友好關(guān)系的象征,肩負(fù)的意義非凡,是代表著過(guò)去,現(xiàn)在和未來(lái)的雙邊友好關(guān)系。只可惜以前沒(méi)有很多關(guān)于這個(gè)話題的研究,致使中國(guó)醫(yī)療隊(duì)沒(méi)有被大家所關(guān)注。但中國(guó)醫(yī)療隊(duì)一直服務(wù)在摩洛哥,為當(dāng)?shù)蒯t(yī)療作出應(yīng)有的貢獻(xiàn),保障當(dāng)?shù)蒯t(yī)療不受醫(yī)療缺乏和人員不足的影響。但是非常值得重視的是那些在摩洛哥生活的中國(guó)醫(yī)生,摩洛哥是個(gè)地區(qū)差異很大的發(fā)展中國(guó)家,沿海平原氣候宜人相對(duì)發(fā)達(dá),內(nèi)陸山區(qū)干旱炎熱貧窮落后。這個(gè)研究,盡管是從摩洛哥的視角寫的,也包括中國(guó)醫(yī)生的心聲,他們也許最大的問(wèn)題在于適應(yīng)摩洛哥的生活和當(dāng)?shù)蒯t(yī)療的不完善導(dǎo)致的工作問(wèn)題。此研究的主要目的是為了給讀者提供全面的細(xì)節(jié)的關(guān)于中國(guó)醫(yī)生的工作和他們所有的成就,以及摩洛哥政府和中國(guó)政府的義務(wù)。醫(yī)療援助是從中國(guó)醫(yī)生的到來(lái)開始的,保持兩國(guó)堅(jiān)固的醫(yī)療合作非常重要。此研究關(guān)注中國(guó)醫(yī)生帶給摩洛哥的援助,他們和摩洛哥的關(guān)系從個(gè)人以及醫(yī)生專業(yè)角度,還有他們?cè)诠ぷ魃蠒?huì)遇到的問(wèn)題,比如中國(guó)代表團(tuán)需要干涉以保護(hù)中國(guó)醫(yī)生,因?yàn)樗麄儽г沽撕芏啻我驗(yàn)槟β甯玑t(yī)生沒(méi)去工作,所以中國(guó)醫(yī)生只好加班。用中文的搜索,可以找到很多關(guān)于中國(guó)醫(yī)療隊(duì)在摩洛哥的故事,很多故事影響著我,其中很多醫(yī)生在摩洛哥都不適應(yīng),因?yàn)閮蓢?guó)的文化,環(huán)境不同,很多中國(guó)醫(yī)生在摩洛哥的經(jīng)歷都如人生的歷練。上海社會(huì)科學(xué)院《上海民生發(fā)展報(bào)告》主編王泠一撰文介紹,上海醫(yī)療隊(duì)?wèi)?yīng)受援方的要求,基本上被安置在中小城市、邊遠(yuǎn)地區(qū)乃至戈壁荒漠,而西歐醫(yī)療隊(duì)進(jìn)駐的往往是沿海平原中心城市甚至富人區(qū)的“貴族醫(yī)院”,可以說(shuō),中國(guó)醫(yī)療隊(duì)更體現(xiàn)了無(wú)私的情懷。在上海醫(yī)療隊(duì)援助摩洛哥40年之后。40年跨越了多個(gè)時(shí)代,世界格局變化巨大,我國(guó)內(nèi)政外交政策也不斷調(diào)整,不變的是“國(guó)際主義”和“人道主義”兩個(gè)關(guān)鍵詞。無(wú)論出于何種目的,中國(guó)醫(yī)療隊(duì)一直在服務(wù)于摩洛哥。對(duì)中國(guó)軟實(shí)力輸出多一份理解,醫(yī)患之間互相多一份理解……另外,有人認(rèn)為中國(guó)醫(yī)療隊(duì)只不過(guò)是中國(guó)想擴(kuò)大國(guó)家的影響。但本研究從歷史背景以及中國(guó)醫(yī)療隊(duì)的任務(wù)和成就為出發(fā)點(diǎn)。此研究也考慮“復(fù)制中國(guó)”的可能性,由中國(guó)醫(yī)療隊(duì)援助摩洛哥醫(yī)療作為開始是否可行。此研究包括大家所議論的“復(fù)制中國(guó)”這一說(shuō),包括弄清中國(guó)為什么幫助別的國(guó)家,是否增加世界影響和勢(shì)力。中國(guó)醫(yī)生在摩洛哥是否增加了摩洛哥從中國(guó)醫(yī)療系統(tǒng)學(xué)習(xí)的可能性。中國(guó)醫(yī)療隊(duì)已經(jīng)駐扎世界很多國(guó)家,中國(guó)派出的精英專業(yè)團(tuán)隊(duì)駐扎世界各國(guó)為世界人民服務(wù),中國(guó)一直以來(lái)都友好為前提社交,中國(guó)政府這樣面對(duì)其他國(guó)家,中國(guó)人也是如此對(duì)待外國(guó)友人。我在中國(guó)這么久已然感受到。最后,這個(gè)研究對(duì)我個(gè)人來(lái)說(shuō)也非常重要。因?yàn)橛兄袊?guó)醫(yī)療隊(duì)的存在,我能夠?qū)W會(huì)中文,以及能來(lái)中國(guó)。也是用這個(gè)機(jī)會(huì)給中國(guó)醫(yī)療隊(duì)的援助一些承認(rèn)和感謝。研究方式采訪:因?yàn)殛P(guān)于這個(gè)話題缺乏閱讀材料,此研究主要是用于摩洛哥和中國(guó)兩方面的介紹。包括衛(wèi)生部代表團(tuán)在摩洛哥的Errachidia省,,一個(gè)本地護(hù)士,以及一些跟中國(guó)醫(yī)療隊(duì)熟悉的本地人,有我自己跟中國(guó)醫(yī)療隊(duì)的經(jīng)歷,還有一個(gè)在摩洛哥醫(yī)院里當(dāng)志愿的翻譯者,也是醫(yī)療隊(duì)的代表團(tuán)者和暫時(shí)醫(yī)療項(xiàng)目的員工,廖粵斌先生。文章:此研究也用了從另外途徑介紹中國(guó)醫(yī)療隊(duì)的資料,所以可以代表不同的角度。讀物:對(duì)于一些閱讀材料,是政府發(fā)布的相關(guān)文章關(guān)于摩洛哥的醫(yī)療情況提供了一個(gè)大概介紹,以解釋國(guó)家對(duì)醫(yī)療隊(duì)的需要,以及是否摩洛哥能從中國(guó)醫(yī)生的醫(yī)術(shù)學(xué)到什么。
[Abstract]:More and more research has been done on the relationship between China and Morocco. The bilateral relations between the two countries have developed for many years, especially in the past year. Since the King of Morocco visited Beijing, the development of the two countries has involved many aspects. Medical cooperation between China and Morocco has a history of more than 40 years. The main task of the Chinese medical team is to make up for the lack of hospitals in Morocco. It covers all regions of Morocco. The emergence of the Chinese medical team is regarded as a historical bilateral relationship between the two countries. This study is based on the earliest medical relationship between China and Morocco. The presence of the Chinese medical team in Morocco is evidence of a stable relationship between the two countries. China and Morocco have been good friends for years. Since Premier Zhou Enlai visited Morocco in 1963, China and Morocco have established good relations. The Chinese medical team is an important part of China's medical program. Since the launch of medical cooperation between China and Morocco in 1975, the Shanghai Municipal Health Bureau has dispatched 109 medical teams and 1200 medical teams to Morocco. At present, there are 12 Chinese medical teams working in Morocco, most of which are stationed in remote mountainous areas and desert areas. Over the past 40 years, Chinese medical team members have overcome unimaginable difficulties, carried forward the spirit of Bethune, cured numerous local people with exquisite medical skills, won the respect of all walks of life in Morocco, and were treated by Morocco. As a symbol of the friendly relations between China and Morocco, the Chinese medical team shoulders an extraordinary responsibility and represents the bilateral friendship between the past, the present and the future. It is imperative that Morocco make its due contribution to local health care and protect it from medical shortages and shortage of personnel. More understanding of China's soft power exports and more understanding between doctors and patients. This study also considers the possibility of "replicating China" and whether it is feasible for the Chinese medical team to assist Moroccan medical treatment as a starting point. Chinese doctors in Morocco have increased the possibility of Morocco learning from China's medical system. Chinese medical teams have been stationed in many countries in the world.
