【摘要】：隨著工業(yè)化的進程，全球生態(tài)環(huán)境嚴(yán)重惡化。污染物的越境轉(zhuǎn)移、相鄰國家和地區(qū)的跨境環(huán)境污染以及全球氣候變暖等問題日益突出，受到世界各國越來越多的關(guān)注。環(huán)境外交應(yīng)運而生。如今環(huán)境外交已經(jīng)成為世界各國外交的重要形式，對推動國家間外交關(guān)系和改善全球生態(tài)環(huán)境做出了巨大貢獻(xiàn)。中國環(huán)境外交一直都落后于發(fā)達(dá)國家。隨著中國綜合國力的不斷增強，生態(tài)環(huán)境同經(jīng)濟建設(shè)的矛盾越來越突出，加之國際環(huán)境的影響，中國的環(huán)境外交也經(jīng)歷了從起步到逐步成熟的過程，其角色發(fā)生了巨大的變化。本文從中國環(huán)境外交的角色入手，通過最新的數(shù)據(jù)分析、案例分析、比較分析等研究方法，，充分地論證了當(dāng)代中國環(huán)境外交的角色轉(zhuǎn)變過程：從拖后腿者到搭便車者；從搭便車者到積極參與者；從積極參與者到推動者。本文分析了影響中國環(huán)境外交角色轉(zhuǎn)變的因素,還評價了角色轉(zhuǎn)型中中國環(huán)境外交的所取得的成就和不足，提出個人的建議及對策。最后，筆者對中國環(huán)境外交角色的未來走向進行了展望，認(rèn)為中國環(huán)境外交的角色隨著中國綜合國力的增強終將走向領(lǐng)導(dǎo)者。
[Abstract]:With the process of industrialization, the global ecological environment has deteriorated seriously. The transboundary movement of pollutants, the transboundary environmental pollution of neighboring countries and regions and global warming are becoming increasingly prominent, which has attracted more and more attention in the world. Environmental diplomacy came into being. Nowadays, environmental diplomacy has become an important form of diplomacy all over the world, which has made great contributions to the promotion of diplomatic relations between countries and the improvement of the global ecological environment. China's environmental diplomacy has always lagged behind developed countries. With the continuous enhancement of China's comprehensive national strength, the contradiction between ecological environment and economic construction is more and more prominent, and the impact of international environment, China's environmental diplomacy has also experienced a process from beginning to gradually mature, its role has undergone tremendous changes. This paper starts with the role of China's environmental diplomacy, through the latest data analysis, case analysis, comparative analysis and other research methods, fully demonstrates the role transformation process of contemporary China's environmental diplomacy: from procrastinators to hitchhikers; From hitchhiker to active participant; from active participant to promoter. This paper analyzes the factors that influence the change of the role of China's environmental diplomacy, evaluates the achievements and shortcomings of the role transformation of China's environmental diplomacy, and puts forward personal suggestions and countermeasures. Finally, the author looks forward to the future trend of China's environmental diplomacy role, and holds that the role of China's environmental diplomacy will eventually become a leader with the increase of China's comprehensive national strength.
