【摘要】：外國留學(xué)生是日本開展公共外交的重要對象群體,服務(wù)于日本不同時(shí)期的國家戰(zhàn)略。上世紀(jì)80年代之前,作為對傳統(tǒng)外交方式的修正,日本通過教育援助和文化交流等方式招收發(fā)展中國家的外國留學(xué)生以樹立本國的正面形象。80年代之后,日本先后實(shí)施了"10萬留學(xué)生計(jì)劃"和"30萬留學(xué)生計(jì)劃",這兩個(gè)計(jì)劃分別服務(wù)于日本國家形象的構(gòu)建,前者突出日本為國際作知識(shí)貢獻(xiàn),后者試圖構(gòu)建日本作為"亞洲門戶"、"亞洲知識(shí)中心"的國家形象。日本的公共外交措施涵蓋了留學(xué)生入學(xué)前、在校期間和歸國后各個(gè)階段。
[Abstract]:Foreign students are the important target groups of Japanese public diplomacy and serve the national strategy of Japan in different periods. Before the 1980s, as a revision of traditional diplomacy, Japan recruited foreign students from developing countries through educational aid and cultural exchanges in order to establish a positive image of its country after the 1980s. Japan has implemented the "100000 overseas students Program" and the "300000 International students Program", which serve the construction of Japan's national image respectively. The former highlights Japan's contribution to international knowledge. The latter tries to build the national image of Japan as the "Asia Portal" and "Asian knowledge Center". Japan's public diplomacy measures cover all stages before, during and after the return of foreign students.
