日本能源外交戰(zhàn)略與東北亞能源合作
[Abstract]:Energy diplomacy means that a country, in order to maintain and enhance its own energy import or export security, pursues the maximization of geopolitical economy and national interests, and cooperates with energy exporting or consuming countries, transit countries, transnational oil companies, Diplomatic activities carried out by international organizations and key figures Energy diplomacy belongs to the category of international energy politics. It is the process of several games between countries and the exchange of interests to achieve a temporary balance. It promotes the reorganization of the international energy order and is an important driving force in the construction of a new world political and economic pattern. Energy diplomacy is a branch of economic diplomacy. Energy diplomacy strategy is the overall strategy of planning and guiding the foreign affairs of national energy security and development. It is an important part of the national energy security strategy and serves the national strategy. Japan is one of the most outstanding countries in implementing energy diplomacy after the war, and ensuring its own energy security is the most important task of Japan's energy diplomacy. This paper takes Japan's energy diplomacy after the war as the research object, analyzes the historical evolution and characteristics of Japan's energy diplomacy in recent decades, and evaluates Japan's energy diplomacy at each stage. This paper also analyzes the essence of the evolution of Japan's energy diplomacy strategy by using the analytic hierarchy process (AHP) from the international and national levels to consider the reasons for the evolution of Japan's energy diplomacy. Furthermore, it discusses the influence of Japan's energy diplomacy strategy on Northeast Asia energy cooperation. By studying Japan's energy diplomacy and the reasons for the strategic change of Japan's energy diplomacy, we can get some enlightenment, and some beneficial experiences of its success can be used for reference, while its setbacks in the process of energy diplomacy can be used for reference. We can also learn from it; by exploring the impact of Japan's energy diplomacy on energy cooperation in Northeast Asia, we can have a deeper understanding of the opportunities and obstacles that exist in energy cooperation in Northeast Asia. In order to better deal with the impact of Japan's energy diplomacy on energy cooperation in Northeast Asia, promote the energy cooperation in Northeast Asia, so this topic has important practical significance. Specifically, this paper mainly discusses from the following several parts: the first part is the introduction, mainly on the research background, the purpose and significance of the research, the current situation of domestic and foreign research, research ideas and framework, Research methods and other issues are expounded. The second part is the origin and development of Japan's energy diplomacy. This part mainly includes Japan's energy diplomacy after World War II to the end of Cold War, which is divided into two stages: the origin stage of Japan's energy diplomacy after World War II and the phase of Japan's energy diplomacy during the two oil crises. The third part is the adjustment of Japan's energy diplomacy strategy after the cold war. This part first analyzes the adjustment of Japan's energy diplomacy strategy after the Cold War, and then uses the Analytic hierarchy process (AHP) to consider the causes of the evolution of Japan's energy diplomacy from the international and national levels. Only in this way can we scientifically analyze the essence of the development and evolution of Japan's energy diplomacy strategy. The fourth part is the impact of Japan's energy diplomacy on energy cooperation in Northeast Asia. This part first introduces the current situation of energy cooperation in Northeast Asia, then analyzes the two sides of the influence of Japan's energy diplomacy on the energy cooperation in Northeast Asia, and analyzes the true intention behind its dual approach. The fifth part is the conclusion of the paper.
