【摘要】：霸權(quán)問題一直是國際政治理論與實(shí)踐領(lǐng)域的核心問題之一。在國際社會(huì)漫長的發(fā)展進(jìn)程中,盡管形態(tài)各異,政治霸權(quán)一直存在并深刻影響著幾乎所有時(shí)代的國際關(guān)系面貌和本質(zhì)。人類社會(huì)進(jìn)入信息化時(shí)代后,伴隨著時(shí)代的發(fā)展,國際政治霸權(quán)的權(quán)力基礎(chǔ)、作用方式等方面的內(nèi)容和特點(diǎn)發(fā)生了根本性變化,對(duì)國際政治的影響和作用也與前信息化時(shí)代存在著巨大差異,對(duì)信息化時(shí)代國際政治霸權(quán)的發(fā)展特點(diǎn)及其對(duì)國際政治的影響等問題進(jìn)行系統(tǒng)的學(xué)理分析具有重要的理論意義和實(shí)踐價(jià)值。 本文系統(tǒng)分析了信息化時(shí)代國際政治霸權(quán)的權(quán)力來源、發(fā)展特點(diǎn)及其對(duì)冷戰(zhàn)后國際關(guān)系體系的演進(jìn)所產(chǎn)生的影響,進(jìn)而在對(duì)國際政治霸權(quán)發(fā)展趨勢(shì)進(jìn)行分析和預(yù)測的基礎(chǔ)之上,探索了其他非霸權(quán)國家于信息化時(shí)代國際政治霸權(quán)的應(yīng)對(duì)策略和發(fā)展模式選擇。論文主要內(nèi)容如下: 第一部分,對(duì)國際政治霸權(quán)的權(quán)力源泉進(jìn)行歷史性分析,提出信息化時(shí)代高科技知識(shí)成為信息化時(shí)代國際政治霸權(quán)的權(quán)力源泉和基礎(chǔ)的基本觀點(diǎn),進(jìn)而對(duì)高科技知識(shí)在國際政治霸權(quán)的形成、運(yùn)行及演進(jìn)過程中所具有的重要作用進(jìn)行了系統(tǒng)論述; 第二部分,對(duì)信息化時(shí)代國際政治霸權(quán)“合法性”的獲得及其主要表現(xiàn)形式進(jìn)行解讀,揭示國際政治霸權(quán)這一重要特征在國際政治生活中所具有的作用及影響; 第三部分,分析國際政治霸權(quán)在信息化時(shí)代國際關(guān)系體系建構(gòu)及發(fā)展的作用及影響,國際政治霸權(quán)對(duì)冷戰(zhàn)后單極主導(dǎo)、多強(qiáng)并存國際關(guān)系體系的建構(gòu)發(fā)揮了重要的推動(dòng)作用,對(duì)于體系的穩(wěn)定亦具有一定的維持功能,但其就其本質(zhì)而言,仍是國際關(guān)系體系長久穩(wěn)定的重要障礙; 第四部分,探討在信息化時(shí)代國際政治力量多元發(fā)展,國際政治霸權(quán)面臨直接或潛在挑戰(zhàn)的情況下,國際政治霸權(quán)的基本走勢(shì),指出國際政治霸權(quán)雖然表現(xiàn)出一定程度的衰落,且弱化是其發(fā)展的必然趨勢(shì),但短期內(nèi)其所具有的全球主導(dǎo)性作用不會(huì)發(fā)生根本性改變; 第五部分,思考和探索其他非霸權(quán)國家在國際關(guān)系體系中霸權(quán)力量過于強(qiáng)大而制衡力量相對(duì)有限的權(quán)力失衡態(tài)勢(shì)下,對(duì)國際政治霸權(quán)的應(yīng)對(duì)策略。非霸權(quán)國家應(yīng)理性地認(rèn)識(shí)國際政治霸權(quán)在信息化時(shí)代發(fā)展變化的特點(diǎn)和基本規(guī)律及其在國際政治生活中的歷史地位,在以高科技知識(shí)為依托提升綜合國力的過程中實(shí)現(xiàn)對(duì)國際政治霸權(quán)的規(guī)制,在廣泛參與、合作,建構(gòu)多邊安全機(jī)制中改變對(duì)國際政治霸權(quán)的依附和趨從,進(jìn)而實(shí)現(xiàn)對(duì)國際政治霸權(quán)的制衡。
[Abstract]:Hegemony has always been one of the core issues in the field of international political theory and practice. In the long development process of international society, political hegemony has always existed and deeply influenced the appearance and essence of international relations in almost all times, despite the different forms. After the human society entered the information age, with the development of the times, the contents and characteristics of the power base and the mode of action of the international political hegemony have undergone fundamental changes. The influence and effect on international politics are also very different from those in the pre-information age. It is of great theoretical significance and practical value to systematically analyze the characteristics of the development of international political hegemony and its influence on international politics in the information age. This paper systematically analyzes the power source, development characteristics of international political hegemony in the information age and its influence on the evolution of the international relations system after the Cold War, and then on the basis of the analysis and prediction of the development trend of international political hegemony. This paper explores the strategy and development mode of international political hegemony of other non-hegemonic countries in the information age. The main contents of this paper are as follows: the first part makes a historical analysis of the power source of international political hegemony, and puts forward the basic viewpoint that high-tech knowledge becomes the power source and foundation of international political hegemony in the information age. Then the paper systematically discusses the important role of high-tech knowledge in the formation, operation and evolution of international political hegemony. This paper interprets the acquisition of "legitimacy" of international political hegemony and its main forms of expression in the information age, and reveals the role and influence of international political hegemony in international political life. This paper analyzes the role and influence of international political hegemony in the construction and development of international relations system in the information age. International political hegemony has played an important role in promoting the construction of unipolar and multi-powerful international relations system after the Cold War. It also has a certain maintenance function for the stability of the system, but in its essence, it is still an important obstacle to the long-term stability of the system of international relations. Under the situation that international political hegemony is faced with direct or potential challenges, the basic trend of international political hegemony is pointed out that although international political hegemony shows a certain degree of decline and weakening is the inevitable trend of its development. But there will be no fundamental change in its global dominance in the short term; part V, Considering and exploring the countermeasures of other non-hegemonic countries to the international political hegemony under the situation that the hegemonic power is too strong and the counterbalance power is relatively limited in the system of international relations. Non-hegemonic countries should rationally understand the characteristics and basic laws of the development and change of international political hegemony in the information age and its historical position in international political life. In the process of promoting comprehensive national strength based on high-tech knowledge, we should regulate international political hegemony and change its attachment and tendency to international political hegemony in the process of extensive participation, cooperation and construction of multilateral security mechanism. And then realize the checks and balances to the international political hegemony.
