【摘要】： 軟性國(guó)際政治資源是國(guó)際政治中一個(gè)重要的概念,對(duì)其進(jìn)行研究有助于加深對(duì)國(guó)際政治的理解。軟性國(guó)際政治資源具有深刻的內(nèi)涵和意義,為研究國(guó)際政治現(xiàn)象、本質(zhì)提供了一個(gè)新的視角。本文所論述的“軟性國(guó)際政治資源”,是指國(guó)際政治行為主體在國(guó)際競(jìng)爭(zhēng)中為實(shí)現(xiàn)自身利益、貫徹戰(zhàn)略目標(biāo)而使用的精神來(lái)源或非物質(zhì)性資源。其強(qiáng)調(diào)自身?yè)碛械能浶哉钨Y源、本身具有的精神力、對(duì)自身的作用及影響。 軟性國(guó)際政治資源對(duì)于國(guó)際政治的意義在于：軟性國(guó)際政治資源反映了一個(gè)國(guó)家在全球范圍內(nèi)利用各種軟性資源的能力,一國(guó)所擁有的軟性國(guó)際政治資源是其在國(guó)際舞臺(tái)上行駛權(quán)力的重要基礎(chǔ)；擁有和控制更多的軟性國(guó)際政治資源,就同時(shí)意味著國(guó)家在國(guó)際舞臺(tái)上所起的作用也越大。因此,軟性國(guó)際政治資源的開(kāi)發(fā)與利用對(duì)于一國(guó)的作用是毋庸置疑的。 同樣,中國(guó)的發(fā)展也離不開(kāi)對(duì)軟性國(guó)際政治資源的開(kāi)發(fā)與利用。自新中國(guó)成立以來(lái),中國(guó)就一直致力于建立公正合理的國(guó)際政治經(jīng)濟(jì)新秩序,并逐漸通過(guò)聯(lián)合國(guó)、國(guó)際貨幣基金組織、世界銀行等國(guó)際組織來(lái)開(kāi)發(fā)和利用軟性國(guó)際政治資源。中國(guó)對(duì)于軟性國(guó)際政治資源的開(kāi)發(fā)與利用對(duì)中國(guó)產(chǎn)生了深遠(yuǎn)的意義。中國(guó)通過(guò)對(duì)軟性國(guó)際政治資源的開(kāi)發(fā)與利用,提升了中國(guó)在國(guó)際社會(huì)中的地位與影響力。中國(guó)作為“負(fù)責(zé)任的國(guó)家”形象逐漸地深入人心。因此,研究中國(guó)的發(fā)展與軟性國(guó)際政治資源的開(kāi)發(fā)與利用之間的相互關(guān)系,并探討如何開(kāi)發(fā)、利用、整合中國(guó)現(xiàn)有的軟性國(guó)際政治資源,已經(jīng)成為中國(guó)當(dāng)前所必須認(rèn)真面對(duì)的重要課題。
[Abstract]:Soft international political resources is an important concept in international politics. Soft international political resources have profound connotation and significance, which provide a new perspective for the study of international political phenomena. The "soft international political resources" discussed in this paper refer to the spiritual sources or non-material resources used by the international political actors in order to realize their own interests and carry out the strategic goals in the international competition. It emphasizes its own soft political resources, its own spiritual power, its role and influence. The significance of soft international political resources for international politics lies in that soft international political resources reflect a country's ability to use all kinds of soft resources on a global scale. The soft international political resources possessed by a country are the important foundation of its driving power on the international stage, and the possession and control of more soft international political resources mean that the country plays a greater role on the international stage. Therefore, the development and utilization of soft international political resources for a country is beyond doubt. Similarly, China's development is inseparable from the development and utilization of soft international political resources. Since the founding of New China, China has been committed to the establishment of a fair and reasonable new international political and economic order, and gradually through the United Nations, the International Monetary Fund, the World Bank and other international organizations to develop and use soft international political resources. China's exploitation and utilization of soft international political resources is of great significance to China. Through the exploitation and utilization of soft international political resources, China has enhanced its position and influence in the international community. The image of China as a responsible country is gradually gaining ground. Therefore, this paper studies the relationship between China's development and the exploitation and utilization of soft international political resources, and discusses how to exploit, utilize and integrate China's existing soft international political resources. It has become an important subject that China must seriously face at present.
