【摘要】：發(fā)展與安全是普京治下俄羅斯國(guó)家利益的兩大核心要件,而捍衛(wèi)、發(fā)展國(guó)家利益,是俄羅斯旨在實(shí)現(xiàn)普京強(qiáng)國(guó)戰(zhàn)略終極目標(biāo)的基本著力點(diǎn)。普京總統(tǒng)曾經(jīng)有過發(fā)展利益優(yōu)先的實(shí)踐,且成就斐然。2012年他重返克宮后,出于多重考慮,一改先前在安全利益上低調(diào)以求盡快放大發(fā)展利益的套路,轉(zhuǎn)向直面美國(guó)的強(qiáng)勢(shì)外交,以至于以不惜發(fā)展利益的暫時(shí)受損為代價(jià)。外交強(qiáng)勢(shì)的后果可謂有得有失,俄羅斯仍然面臨發(fā)展與安全的雙重挑戰(zhàn),然而,當(dāng)下面臨矛盾的主要方面是在發(fā)展利益端。綜觀俄羅斯內(nèi)外部局勢(shì)的演進(jìn),普京政權(quán)對(duì)于發(fā)展利益和安全利益二者關(guān)系的擺布,很有可能將進(jìn)入到一個(gè)向回歸前者調(diào)整的新的拐點(diǎn)。
[Abstract]:Development and security are the two core elements of Russia's national interests under Putin's rule, and safeguarding and developing national interests is the basic focus of Russia's goal of realizing Putin's strategic goal of becoming a powerful nation. President Putin has had the practice of giving priority to development interests, and has made great achievements. After he returned to the Kremlin in 2012, for reasons of many considerations, he changed his previous routine of keeping a low profile on security interests in order to amplify the interests of development as soon as possible, and turned directly to the powerful diplomacy of the United States. To the cost of temporary damage at the expense of development interests. The consequences of diplomatic strength can be described as gains and losses. Russia still faces the dual challenges of development and security. However, the main aspect of the present contradiction lies in the development interests. Looking at the evolution of Russia's internal and external situation, the Putin regime's influence on the relationship between development interests and security interests is likely to enter a new inflection point of readjustment to the former.
