印度介入南海的地緣政治影響及中國的對策

【摘要】:地理因素在國家發(fā)展對外關(guān)系和實(shí)施對外政策時有重要影響。而海權(quán)發(fā)展得如何,更是一個國家綜合實(shí)力的體現(xiàn)。海權(quán)對于一個想成為世界海權(quán)大國和世界大國的國家來說是一個根本保證,它即可以向外拓展戰(zhàn)略防線,從海洋上維護(hù)陸地安全;還能為國家取得經(jīng)濟(jì)利益。印度是南亞大國,印度獨(dú)立后的歷屆政府一直把控制印度洋,進(jìn)入東南亞,擠進(jìn)亞太地區(qū)作為印度國家的戰(zhàn)略目標(biāo),從而為印度成為世界大國提供堅實(shí)的基礎(chǔ)。南海地區(qū)優(yōu)越的地理位置,在全球戰(zhàn)略部署中地緣安全與經(jīng)濟(jì)價值,讓它成為了印度向外發(fā)展海權(quán)的首要目標(biāo),也讓它成為印度用來遏制中國和平崛起的一張王牌。印度以東南亞為其戰(zhàn)略發(fā)展方向,并向南海地區(qū)擴(kuò)展印海軍影響力,將其海軍力量向東延伸乃至到南中國海地區(qū)。印度介入南海是在印度想要成為世界海權(quán)大國與世界大國的戰(zhàn)略構(gòu)想指導(dǎo)下一步步實(shí)施的。印度介入南海給南海地區(qū)的地緣政治局勢帶來了影響,一方面使得南海地區(qū)成為域外大國新的斗爭點(diǎn),而且使得南海問題中同時滲透著傳統(tǒng)與非傳統(tǒng)安全因素;另一方面大國因素的增加促使南海問題進(jìn)一步國際化與復(fù)雜化,短期內(nèi)想要解決更加困難。南海問題要想解決需要尋求新的,理性和柔性的方法。南海問題事關(guān)中國核心利益,面對印度介入南海所引起的地緣政治形勢變化,中國應(yīng)構(gòu)建全面的地緣戰(zhàn)略,,提高國家綜合戰(zhàn)略能力,重點(diǎn)發(fā)展海軍力量;另外,對各國在南海的利益應(yīng)給予關(guān)注,并開展南海問題談判;其次還要積極參與地區(qū)能源與安全方面的合作;還要積極在南海問題上開展兩岸合作,共同維護(hù)國家主權(quán),并尋求解決南海問題的契機(jī)與良方。
[Abstract]:Geographical factors play an important role in the development of foreign relations and the implementation of foreign policy. And how sea power develops, is the embodiment of a country's comprehensive strength. Sea power is a fundamental guarantee for a country that wants to become a sea power in the world and a great country in the world. It can expand the strategic defense line and maintain land security from the sea, and it can also obtain economic benefits for the country. India is a great country in South Asia. Since its independence, successive Indian governments have been controlling the Indian Ocean, entering Southeast Asia and squeezing into the Asia-Pacific region as India's strategic goal, thus providing a solid foundation for India to become a major power in the world. The superior geographical location of the South China Sea makes it the primary target of India's outward development of maritime power and a trump card used by India to contain the peaceful rise of China because of its geographical security and economic value in the global strategic deployment. India takes Southeast Asia as its strategic direction of development and extends its naval influence to the South China Sea, extending its naval power to the east and even to the South China Sea. India's intervention in the South China Sea was carried out step by step under the guidance of India's strategic concept of becoming a world sea power and a world power. India's involvement in the South China Sea has had an impact on the geopolitical situation in the South China Sea. On the one hand, India has made the South China Sea a new point of struggle between the foreign powers and the South China Sea, and at the same time has infiltrated both traditional and non-traditional security factors in the South China Sea issue. On the other hand, the increase of power factors makes the South China Sea issue more international and complicated, and it is more difficult to solve in the short term. New, rational and flexible solutions are needed to solve the South China Sea problem. The issue of the South China Sea concerns China's core interests. In the face of the geopolitical changes caused by India's involvement in the South China Sea, China should build a comprehensive geo-strategy, enhance its comprehensive strategic capability, and focus on developing its naval force; in addition, We should pay attention to the interests of all countries in the South China Sea and conduct negotiations on the South China Sea issue. Secondly, we should actively participate in regional energy and security cooperation. We should also actively carry out cross-strait cooperation on the South China Sea issue and jointly safeguard national sovereignty. And to seek solutions to the South China Sea problem and the opportunity and good prescriptions.
