【摘要】：太空治理議題涉及太空資源利用、太空環(huán)境治理、太空安全以及太空安全化四大問題。太空問題的逐漸增多使得太空治理日益迫切,而太空科技發(fā)展日新月異、具體規(guī)范相對不足、大國博弈日趨激烈等原因,造成現(xiàn)有太空制度陷入治理困境。新的太空制度構(gòu)建需考慮太空領(lǐng)域的權(quán)力結(jié)構(gòu)、博弈類型、議題差異等因素。分層治理模式比較契合未來太空治理,即在太空安全、安全化等議題上以大國協(xié)調(diào)為主,在太空資源利用、太空環(huán)境治理等議題上,由大國發(fā)揮負責任的領(lǐng)導(dǎo)作用,并調(diào)動中小國家積極參與。中國是太空大國,也是太空治理的重要角色,應(yīng)積極參與太空治理,推動太空制度改革,促進太空和平利用。
[Abstract]:Space governance issues related to the utilization of space resources, space environment governance, space safety and space safety four major issues. With the increasing of space problems, the space governance is becoming more and more urgent, and the space science and technology is developing with each passing day, the concrete standard is relatively insufficient, and the game between the big countries is becoming more and more fierce, which results in the existing space system falling into a difficult position of governance. The construction of the new space system should consider the power structure, game types, issue differences and other factors in the space field. The layered governance model is more suitable for the future space governance, that is, the major powers should coordinate in space security and safety, and the major powers should play a responsible leadership role on such issues as the utilization of space resources and the governance of the space environment. And mobilize small and medium-sized countries to participate actively. China is a large space country and an important role in space governance. It should actively participate in space governance, promote the reform of space system, and promote the peaceful use of space.
