美國特朗普政府的阿富汗新戰(zhàn)略及中國的政策選擇

【摘要】：正2017年8月,特朗普宣布了美國對阿富汗新戰(zhàn)略。新戰(zhàn)略不是美國阿富汗戰(zhàn)略的根本性替換,它的基本目標和途徑與奧巴馬政府的新阿巴戰(zhàn)略沒有實質(zhì)改變,其不同主要在策略和操作層面。不過,在阿富汗國家政治建設上,特朗普新戰(zhàn)略提出了一些新理念。特朗普的阿富汗新戰(zhàn)略對中國有利有弊。中美在阿富汗缺乏戰(zhàn)略性長期合作的基礎,但兩國可以進行以具體問題和目標為導向的合作。
[Abstract]:In August 2017, Trump announced a new US strategy for Afghanistan. The new strategy is not a fundamental replacement of the American strategy in Afghanistan, and its basic objectives and approaches are not substantially changed from those of the Obama administration's new Aba strategy, which are mainly at the strategic and operational levels. But in Afghanistan's political construction, Mr Trump's new strategy offers some new ideas. Trump's new strategy for Afghanistan has advantages and disadvantages for China. China and the United States lack the basis for strategic, long-term cooperation in Afghanistan, but the two countries can work on specific issues and goals.
