【摘要】：安倍政府所提出的“價(jià)值觀外交”,其思想根源最早可追溯至明治維新時(shí)期,西方政治制度與思想深入日本,使其思想意識(shí)形態(tài)由傳統(tǒng)封建思想逐步偏向西方的自由、民主價(jià)值理念。隨著冷戰(zhàn)開始,世界格局出現(xiàn)了強(qiáng)烈的意識(shí)形態(tài)分差,日本方面的外交政策更加明顯地體現(xiàn)出了冷戰(zhàn)思維的意識(shí)。在經(jīng)歷了外交獨(dú)立與起步階段,地緣外交主導(dǎo)階段以及與西方陣營(yíng)協(xié)調(diào)階段后,“價(jià)值觀外交”被麻生太郎以文字性語言明確地表述出來。安倍晉三更是將其作為“主張型外交”的核心思想,其中帶有濃重的防范中國(guó),制約中國(guó)的意圖。隨著安倍三次組閣,“價(jià)值觀外交”在其外交思想上的定位重要性步步提升,雖然形式有所變化,其孤立圍堵中國(guó),爭(zhēng)奪亞洲區(qū)域霸主地位的實(shí)質(zhì)卻未曾改變。對(duì)“價(jià)值觀外交”的進(jìn)一步研究有助于認(rèn)識(shí)該種思想變化背后,日本相應(yīng)變化的外交戰(zhàn)略,以及其爭(zhēng)奪區(qū)域主導(dǎo)權(quán)的意圖。由于安倍價(jià)值觀外交是建立在防范中國(guó)的狹小格局之上,沒有考慮到亞洲各國(guó)的歷史羈絆,其最終可能走入死胡同。但我們?nèi)詰?yīng)當(dāng)認(rèn)真關(guān)注其外交行為,減少對(duì)中國(guó)的負(fù)面影響。
[Abstract]:The thought roots of "value diplomacy" put forward by Abe's government can be traced back to the Meiji Restoration period. The western political system and ideology went deep into Japan, which gradually deviated its ideology from the traditional feudal thought to the freedom of the West. The concept of democratic values. With the beginning of the Cold War, there appeared a strong ideological difference in the world pattern, and the foreign policy of Japan reflected the Cold War mentality more obviously. After experiencing the diplomatic independence and initial stage, the geopolitical diplomacy leading stage and the coordination stage with the Western camp, the "value diplomacy" was clearly expressed by Aso in written language. Shinzo Abe has put it at the heart of his "assertive diplomacy", with a strong intention to guard against China and constrain it. With Abe's formation of cabinet three times, the importance of the orientation of "value diplomacy" in his diplomatic thought has been raised step by step. Although the form has changed, the essence of isolating and blocking China and competing for the supremacy of the Asian region has not changed. The further study of "value diplomacy" is helpful to understand the diplomatic strategy of Japan's corresponding changes behind the change of thought, and its intention of fighting for regional dominance. Since Abe's value diplomacy is based on a narrow pattern of guarding against China and does not take into account the historical fetters of Asian countries, it may end up in a dead end. But we should still pay serious attention to its diplomatic behavior and reduce its negative impact on China.
