【摘要】：問題是科學(xué)研究的靈魂。國(guó)際關(guān)系理論的"重要性"取決于研究問題的重要性。國(guó)際關(guān)系問題的重要性既不與引用率、政策相關(guān)性等流行標(biāo)準(zhǔn)成正比,也不適用證偽主義、工具主義或科學(xué)實(shí)在論等科學(xué)哲學(xué)信條。最重要的研究問題必須同時(shí)滿足真實(shí)性和(社會(huì))基礎(chǔ)性這兩個(gè)實(shí)質(zhì)要件以及簡(jiǎn)約性和新穎性這兩個(gè)形式要件。其中實(shí)質(zhì)要件中的真實(shí)性指必須對(duì)歷史和現(xiàn)實(shí)中存在的現(xiàn)象或事件發(fā)問,基礎(chǔ)性意味著研究問題要盡可能與最廣大的人類群體的生存、發(fā)展和演化密切相關(guān);形式要件中的簡(jiǎn)約性要求問題的時(shí)空外延盡可能大,而新穎性則強(qiáng)調(diào)問題提出的時(shí)序優(yōu)先性。國(guó)際關(guān)系學(xué)由于內(nèi)生的基礎(chǔ)性不足和簡(jiǎn)約性不夠,很難提出能夠輻射其他社會(huì)科學(xué)的研究問題,因此也難以產(chǎn)生社會(huì)科學(xué)的"元理論"。為了增強(qiáng)國(guó)際關(guān)系學(xué)在社會(huì)科學(xué)中的重要性,首先要消除國(guó)內(nèi)政治和國(guó)際關(guān)系的分野,繞開"無政府狀態(tài)"這個(gè)國(guó)際關(guān)系學(xué)的基本假定,運(yùn)用外延更大的假定和概念來重構(gòu)國(guó)際關(guān)系學(xué)。
[Abstract]:The problem is the soul of scientific research. The importance of the theory of international relations depends on the importance of studying problems. The importance of international relations is neither directly proportional to popular standards such as citation rate, policy relevance, or scientific philosophy creed such as falsification, instrumentalism or scientific realism. The most important research problems must satisfy the two essential elements of authenticity and (social) foundation, and the two formal elements of simplicity and novelty. The authenticity of the essential elements means that the phenomena or events existing in history and reality must be questioned, and the basic meaning is that the research problems should be closely related to the survival, development and evolution of the largest human group as far as possible. The minimality of formal elements requires that the time and space extension of the problem be as large as possible, while novelty emphasizes the temporal priority of the problem. It is difficult for international relations to raise the research problems which can radiate other social sciences because of its inherent deficiency and simplicity, so it is difficult to produce the "meta-theory" of social science. In order to enhance the importance of international relations in the social sciences, first of all, the distinction between domestic politics and international relations should be eliminated and the basic assumption of "anarchy" should be bypassed. To reconstruct international relations by using broader assumptions and concepts.
