【摘要】：聯(lián)合國成立70年來,在維護國際和平與安全方面做出了重要貢獻,尤其在沖突的斡旋與調(diào)解、派遣維持和平行動部隊、促進國際法和國際規(guī)范、協(xié)調(diào)不同行為體等方面。隨著國際和平與安全形勢及相關(guān)理念的變化,聯(lián)合國維護和平與安全的手段和途徑也發(fā)生了變化。冷戰(zhàn)結(jié)束后,人的安全成為和平與安全的重要內(nèi)容,除傳統(tǒng)的維持和平行動外,預防外交、強制和平、建設和平、保護的責任等都成為聯(lián)合國多層面、綜合性和平行動的組成部分,政治與司法方面的介入明顯增強,區(qū)域組織的作用不斷上升。雖然聯(lián)合國的作用具有局限性和爭議性,但在應對新的全球安全威脅、促成全球安全治理和伙伴關(guān)系以及推進和平文化和國際法建設等方面,聯(lián)合國仍然具有不可替代的作用,也得到廣大會員國的認同和支持。中國支持聯(lián)合國在和平與安全領域發(fā)揮核心作用,逐漸擴大了對聯(lián)合國的參與,完成了從被動、簡單型參與向主動、建設性參與的轉(zhuǎn)變,并承諾為維護國際和平與安全做出更大貢獻。
[Abstract]:In its 70 years of existence, the United Nations has made important contributions to the maintenance of international peace and security, especially in the areas of mediation and mediation of conflicts, the dispatch of peacekeeping forces, the promotion of international law and norms, and the coordination of different actors. With the changes of the international peace and security situation and related concepts, the means and ways of maintaining peace and security of the United Nations have also changed. Since the end of the cold war, human security has become an important element of peace and security. In addition to traditional peacekeeping operations, preventive diplomacy, the enforcement of peace, peace-building and the responsibility to protect have become multidimensional aspects of the United Nations. Political and judicial involvement has increased significantly and the role of regional organizations has increased as a component of integrated peace operations. Although the role of the United Nations is limited and controversial, it remains irreplaceable in addressing new global security threats, fostering global security governance and partnership and advancing a culture of peace and the building of international law, It has also been recognized and supported by the majority of member States. China supports the central role of the United Nations in the field of peace and security, has gradually expanded its participation in the United Nations, and has completed the transition from passive and simple participation to active and constructive participation. And pledged to make greater contributions to the maintenance of international peace and security.
