【摘要】：亞洲新興市場在2008年全球金融危機中恢復良好,成功地在混亂的全球經(jīng)濟中實現(xiàn)了宏觀經(jīng)濟和金融的穩(wěn)定。其適用的政策框架和治理結(jié)構(gòu)吸取了亞洲金融危機中的經(jīng)驗教訓。各國當局通過政策組合獲得貨幣和金融穩(wěn)定,包括通過外匯管制限制幣值波動,控制短期利率保持價格等宏觀經(jīng)濟指標穩(wěn)定,利用宏觀審慎政策降低金融穩(wěn)定風險。期望多重目標的工具組合存在著風險,至少對不同工具的實施部門有較高的政策協(xié)調(diào)要求。新興市場不應對金融穩(wěn)定的成績過于自滿,而應面對新的經(jīng)濟形勢,包括發(fā)達國家經(jīng)濟政策調(diào)整、國內(nèi)依然脆弱的銀行體系、經(jīng)濟持續(xù)下滑等挑戰(zhàn),分析可能存在的潛在風險,做好政策應對。
[Abstract]:The emerging markets in Asia recovered well in the 2008 global financial crisis, successfully achieving macroeconomic and financial stability in the chaotic global economy. The applicable policy framework and governance structure drew lessons from the Asian financial crisis. The national authorities obtained monetary and financial stability through the policy portfolio, including through foreign exchange. Control the fluctuation of the value of the currency, control the macroeconomic indicators such as the short-term interest rate to keep the macroeconomic indicators stable, use macro Prudential policy to reduce the risk of financial stability. It is expected that the combination of tools for multiple targets has a risk, at least a higher policy coordination requirement for the implementation departments of different tools. We should face the new economic situation, including the economic policy adjustment of the developed countries, the still fragile banking system in China, the continuous decline of the economy and other challenges, the potential risks that may exist and a good policy response.
