【摘要】：新千年以來(lái),中拉政治、經(jīng)貿(mào)關(guān)系迎來(lái)一波快速發(fā)展,雙邊合作水平達(dá)到前所未有的高度。在此過(guò)程中,中拉整體合作從構(gòu)想成為現(xiàn)實(shí),成為中國(guó)整體合作體系的重要組成部分,也成為推進(jìn)中國(guó)特色大國(guó)外交的堅(jiān)實(shí)支撐。可以認(rèn)為,中拉整體合作將是未來(lái)十年間決定中拉關(guān)系走勢(shì)的最重要推動(dòng)力之一,如何使其得到深化也將是中國(guó)外交的最重大議題之一。2016年11月頒布的第二份《中國(guó)對(duì)拉美和加勒比政策文件》高度強(qiáng)調(diào)中拉整體合作的戰(zhàn)略重要性,并為推進(jìn)這一合作提供新的政策選項(xiàng)。
[Abstract]:Since the new millennium, the political, economic and trade relations between China and Latin America have witnessed a wave of rapid development and the level of bilateral cooperation has reached an unprecedented level. In this process, the overall cooperation between China and Latin America has become a reality, an important part of China's overall cooperation system, and a solid support for promoting the diplomacy of great powers with Chinese characteristics. It can be considered that the overall cooperation between China and Latin America will be one of the most important driving forces that will determine the trend of Sino-Latin American relations in the next decade. How to deepen it will also be one of the most important issues in China's diplomacy. The second "China's Policy Paper on Latin America and the Caribbean", promulgated in November 2016, highly emphasizes the strategic importance of the overall cooperation between China and Latin America. And provide new policy options for advancing this cooperation.
