【摘要】：歷史證明,每當(dāng)人類遭受重挫或者尋求發(fā)展時(shí),都會(huì)選擇在人權(quán)領(lǐng)域突破,充分實(shí)現(xiàn)和享受人權(quán)是全人類共同追求的理想與目標(biāo)。人權(quán)觀與人權(quán)理論的出現(xiàn),是人類文明進(jìn)步的重要標(biāo)志。在美國(guó)當(dāng)代外交中,以“人權(quán)”為武器實(shí)現(xiàn)外交目標(biāo)是美國(guó)對(duì)外關(guān)系的重要組成部分。這樣一種政治傾向根源于美國(guó)傳統(tǒng)宗教情結(jié)和文化傳統(tǒng),以及國(guó)際國(guó)內(nèi)局勢(shì)息息相關(guān)。里根任美國(guó)總統(tǒng)期間,特別是第二任期內(nèi),在全世界范圍內(nèi)大力推行人權(quán)外交。 本論文可分為四部分。 第一部分是前言,主要介紹本文選題目的與意義;國(guó)內(nèi)外研究現(xiàn)狀;本文研究理論和方法。 第二部分是美國(guó)人權(quán)外交的源流。分析美國(guó)歷史上人權(quán)外交產(chǎn)生的文化根源和經(jīng)濟(jì)根源,并對(duì)歷史上美國(guó)人權(quán)的發(fā)展演變作進(jìn)一步闡述。 第三部分是里根政府人權(quán)外交的實(shí)施。分別就里根任內(nèi)美國(guó)的政治、經(jīng)濟(jì)因素,20世紀(jì)80年代的國(guó)際形勢(shì)、國(guó)際人權(quán)以及民主運(yùn)動(dòng)的發(fā)展對(duì)里根實(shí)施人權(quán)外交的推動(dòng)做出分析。在這一章節(jié),分別敘述里根政府對(duì)蘇聯(lián)及東歐社會(huì)主義國(guó)家、亞非拉國(guó)家的人權(quán)實(shí)踐,以及利用“人權(quán)”對(duì)中國(guó)內(nèi)政的非議的歷史事實(shí)。 第四部分里根人權(quán)外交政策的評(píng)述。首先對(duì)里根人權(quán)外交與卡特人權(quán)外交作比較,從而分析里根人權(quán)外交的特點(diǎn)。其次,對(duì)里根人權(quán)外交的實(shí)質(zhì)加以探析。最后,分析里根人權(quán)外交政策對(duì)國(guó)際人權(quán)發(fā)展的影響。
[Abstract]:History has proved that whenever human beings suffer setbacks or seek development, they will choose to make breakthroughs in the field of human rights, and the full realization and enjoyment of human rights is the common ideal and goal of all mankind. The emergence of the theory of human rights and human rights is an important symbol of the progress of human civilization. In contemporary American diplomacy, using human rights as a weapon to achieve diplomatic goals is an important part of American foreign relations. Such a political tendency is rooted in American traditional religious complex and cultural tradition, as well as international and domestic situation. During Reagan's presidency, especially in his second term, human rights diplomacy was pursued around the world. This paper can be divided into four parts. The first part is the preface, which mainly introduces the purpose and significance of this paper, the present research situation at home and abroad, the theory and method of this paper. The second part is the origin of American human rights diplomacy. This paper analyzes the cultural and economic roots of human rights diplomacy in the history of the United States, and further expounds the development and evolution of human rights in the United States. The third part is the implementation of Reagan Administration's human rights diplomacy. This paper analyzes the political and economic factors of the United States during Reagan's administration, the international situation in the 1980s, the development of international human rights and the development of the democratic movement to promote Reagan's human rights diplomacy. In this chapter, the author narrates the human rights practice of the Reagan administration to the Soviet Union and the socialist countries of Eastern Europe, Asia, Africa and Latin America, as well as the historical facts of using "human rights" to criticize China's internal affairs. The fourth part is a review of Reagan's foreign policy on human rights. Firstly, the author compares Reagan's human rights diplomacy with Carter's human rights diplomacy, and analyzes the characteristics of Reagan's human rights diplomacy. Secondly, the essence of Reagan's human rights diplomacy is analyzed. Finally, the influence of Reagan's human rights foreign policy on international human rights development is analyzed.
