【摘要】：作為二戰(zhàn)后國(guó)際關(guān)系領(lǐng)域出現(xiàn)的新型行為體,歐共體(歐盟)與威斯特伐利亞體系下的民族—國(guó)家具有根本性的區(qū)別。作為一個(gè)兼具超國(guó)家主義和政府間主義特性的主權(quán)國(guó)家聯(lián)合體,歐盟不擁有隸屬于自身的獨(dú)立的軍事力量,因而在處理國(guó)際事務(wù)時(shí),它更多地憑借自己在觀念、制度和文化等方面的優(yōu)勢(shì)使用其規(guī)范性權(quán)力。作為G20中唯一的非國(guó)家行為體,歐盟更是主要依靠規(guī)范性權(quán)力塑造該論壇的進(jìn)程。通過(guò)將自身的規(guī)范引入G20峰會(huì),歐盟成功地影響了其議程設(shè)置,并促使其他行為體接受了自己的部分規(guī)范,歐盟籍此得以影響國(guó)際關(guān)系的發(fā)展,同時(shí)彰顯自身的獨(dú)特價(jià)值。
[Abstract]:As a new actor in the field of international relations after World War II, the European Union (EU) is fundamentally different from the ethnic-state in Westphalia system. As a sovereign Commonwealth of States with both supranational and intergovernmental characteristics, the EU does not have an independent military force subordinate to itself, so it relies more on its own ideas in dealing with international affairs. Institutional and cultural advantages use its normative power. As the only non-state actor in the G20, the EU relies mainly on normative powers to shape the process of the forum. By introducing its own norms into the G20, the EU successfully influenced its agenda and prompted other actors to accept some of its own norms, allowing the EU to influence the development of international relations while demonstrating its unique value.
