【摘要】：本文研究對象是伊斯蘭合作組織(原稱伊斯蘭會議組織),是世界上最大的伊斯蘭國家多邊關(guān)系發(fā)展平臺。本文主要研究伊合組織作為國際組織、國際關(guān)系行為體及全球治理主體的三重角色的適應(yīng)進(jìn)程、成效評估及其對國際體系轉(zhuǎn)型、全球治理失靈尤其是對全球難題治理的作用及其意義。本文從阿拉伯-伊斯蘭話語體系下的聯(lián)盟理念與國際組織的相關(guān)理論切入,探討伊斯蘭合作組織的理論化內(nèi)涵及其制度適應(yīng)能力,進(jìn)而分析伊合組織成立的內(nèi)外動因,在應(yīng)對國際體系轉(zhuǎn)型與全球治理失靈的現(xiàn)實(shí)挑戰(zhàn)中的日漸務(wù)實(shí),以及“一帶一路”為中國與伊合組織構(gòu)建戰(zhàn)略合作伙伴關(guān)系所提供的重大現(xiàn)實(shí)機(jī)遇。亦即,通過歷史和現(xiàn)實(shí)的雙重分析維度,探索伊合組織的發(fā)展及其轉(zhuǎn)型的現(xiàn)實(shí)邏輯;分析主權(quán)國家與伊合組織關(guān)系發(fā)展中的經(jīng)驗與不足、評估主要大國對伊合組織的政策立場與利益考量等;分析伊合組織參與全球治理的理念、機(jī)制、項目及其成效評估等;探討“一帶一路”框架下中國與伊合組織共同治理全球難題的切實(shí)路徑及其現(xiàn)實(shí)意義。本文的章節(jié)安排為:核心概念、相關(guān)理論及闡釋框架,伊合組織的成立、發(fā)展及其轉(zhuǎn)型,伊合組織與大國關(guān)系、伊合組織與全球治理、“一帶一路”框架下的伊合組織與中國共治全球難題的路徑及其意義等共計七章,旨在回應(yīng)國際組織與國際體系轉(zhuǎn)型、國際組織與全球治理、中國與伊合組織共治全球難題的路徑等一系列重大現(xiàn)實(shí)問題,進(jìn)而形成了自成體系的內(nèi)在邏輯關(guān)系。
[Abstract]:The object of this paper is the Organization of Islamic Cooperation (OIC), which is the largest multilateral development platform of Islamic countries in the world. This paper focuses on the adaptation process of the triple roles of the OIC as an international organization, international relations actor and global governance subject, and its effectiveness evaluation and its transformation to the international system. The function and significance of global governance failure, especially on global problem governance. Based on the alliance idea under Arab-Islamic discourse system and the relevant theories of international organizations, this paper probes into the theoretical connotation and institutional adaptability of OIC, and then analyzes the internal and external reasons for the establishment of OIC. In response to the practical challenges of the transformation of the international system and the failure of global governance, the "Belt and Road" provides a major practical opportunity for China to build a strategic partnership with the Iraqi Cooperation Organization. That is, through the dual analysis dimension of history and reality, this paper explores the development and the realistic logic of the transformation of the Iraqi Cooperation Organization, and analyzes the experience and deficiency in the development of the relationship between the sovereign state and the organization. To assess the major powers' policy position and benefit consideration to the organization, to analyze the concept, mechanism, projects and effectiveness evaluation of the organization's participation in global governance; This paper probes into the practical path and practical significance of China and the Iraqi Cooperation Organization to deal with the global problems under the framework of Belt and Road. The chapters of this paper are as follows: core concepts, related theories and explanatory frameworks, the establishment, development and transformation of the organization, the relationship between the organization and the great powers, the organization of Iraq and global governance. In the framework of "Belt and Road", there are seven chapters on the path and significance of the joint management of the global problem between Iraq and China, aiming at responding to the transformation of international organizations and the international system, international organizations and global governance. A series of important practical problems, such as the path of China and the Iraqi Cooperation Organization to deal with the global problem, have formed the inherent logical relationship of their own system.
