【摘要】：決定中國和平發(fā)展國際成本的主要有兩個(gè)國家,即亞洲大陸之外的美國和大陸之內(nèi)的印度。棘手、復(fù)雜的中印邊界問題,對(duì)于中國的健康發(fā)展具有極其重要的影響。自20世紀(jì)50年代以來,中印對(duì)于英國統(tǒng)治印度時(shí)期遺留下來的邊界問題的態(tài)度和處理方法,在很大程度上決定著這兩個(gè)世界上人口最多的國家間關(guān)系的發(fā)展。妥善應(yīng)對(duì)這一挑戰(zhàn),不僅是亞洲大陸乃至整個(gè)亞洲和平發(fā)展的重要前提和保證,也關(guān)系到中國倡導(dǎo)的“一帶一路”戰(zhàn)略的進(jìn)程。因此,把邊界問題的過去、現(xiàn)狀以及與此相關(guān)的問題梳理清楚實(shí)屬必要。近年來印度外交日趨靈活,力圖“實(shí)”“勢(shì)”兼謀,博取更大利益,這對(duì)我國來講既是挑戰(zhàn),也是機(jī)遇。我們應(yīng)抓住各種有利時(shí)機(jī),排除干擾,在繼續(xù)有效管控邊界問題的同時(shí),積極爭(zhēng)取推動(dòng)中印關(guān)系全面發(fā)展,為中國的和平發(fā)展?fàn)I造良好的外部環(huán)境。
[Abstract]:The international cost of China's peaceful development is determined mainly by two countries, the United States outside the Asian continent and India within the continent. The thorny and complex border issue between China and India has an extremely important impact on China's healthy development. Since the 1950s, the attitude of China and India to the boundary problem left over from the British rule of India has largely determined the development of the relations between the two most populous countries in the world. Properly meeting this challenge is not only an important prerequisite and guarantee for the peaceful development of the Asian continent and even Asia as a whole, but also relates to the process of the "Belt and Road" strategy advocated by China. Therefore, it is necessary to sort out the past, present situation and related problems of boundary problems. In recent years, India's diplomacy has become increasingly flexible, striving for both "reality" and "power" to gain greater interests, which is not only a challenge but also an opportunity for our country. We should seize all favorable opportunities, remove interference, continue to effectively control the border issue, actively strive to promote the all-round development of China-India relations, and create a good external environment for China's peaceful development.
