【摘要】：越南為因應(yīng)南海局勢(shì)的變化,通過一連串的立法及行政等作為來強(qiáng)化其主權(quán)的統(tǒng)治事實(shí),鼓吹民族主義來凝聚海內(nèi)外越南人的團(tuán)結(jié)意識(shí),強(qiáng)化歷史證據(jù)以作為日后采取法律途徑時(shí)的基礎(chǔ)等。在南海議題上,自然延續(xù)其平衡外交的一貫思維,以遏制中國(guó)為核心,采取一套以越美關(guān)系、越日關(guān)系、越俄關(guān)系及越印關(guān)系構(gòu)筑而成的大國(guó)平衡策略,意圖遏制中國(guó)在南海地區(qū)的勢(shì)力擴(kuò)展。但同時(shí),越南又與中國(guó)保持相當(dāng)緊密的政經(jīng)關(guān)系。從中國(guó)的角度來看,必須深入理解越南積極發(fā)展大國(guó)外交的動(dòng)機(jī)與作為,才能在處理南海爭(zhēng)端方面提出貼近實(shí)情的應(yīng)對(duì)之道。
[Abstract]:In response to the changes in the situation in the South China Sea, Vietnam has strengthened the fact of its sovereignty through a series of legislative and administrative actions and advocated nationalism to rally the sense of unity of Vietnamese people at home and abroad. Strengthen the historical evidence as the basis of the legal approach in the future. On the issue of the South China Sea, it is natural to continue its consistent thinking of balanced diplomacy, to take containment of China as the core, and to adopt a set of great power balance strategies based on the relations between the United States and Vietnam and Japan, the relations between Vietnam and Russia, and the relations between Vietnam and India. Intended to curb China's expansion in the South China Sea. At the same time, however, Vietnam maintains a close political and economic relationship with China. From China's point of view, it is necessary to deeply understand Vietnam's motives and actions in actively developing the diplomacy of great powers in order to put forward a solution close to the reality in dealing with disputes in the South China Sea.
