【摘要】： 美國政府歷來非常重視烏克蘭在遏制俄羅斯方面可以發(fā)揮的的重要作用。本文在回顧歷屆美國政府對烏克蘭政策的基礎(chǔ)上,重點(diǎn)介紹小布什政府的對烏政策。歸納起來,小布什政府的對烏政策主要有兩大目標(biāo):一是將烏克蘭納入親西方陣營;二是對烏克蘭輸出民主和市場經(jīng)濟(jì)�！拜敵雒裰鳌笔切〔际舱畬跽叩闹攸c(diǎn)。這既是小布什政府新保守主義外交所具有的意識形態(tài)狂熱性的體現(xiàn),也暗含著小布什政府對現(xiàn)實(shí)利益的考量。小布什政府希望烏克蘭親美派上臺可以將烏克蘭帶入親西方的戰(zhàn)略軌道。為此小布什政府傾注了大量精力,美國支持的“橙色革命”可謂是小布什政府的一大杰作。然而通過考察橙色革命后的烏克蘭國內(nèi)政局和外交政策選擇可以發(fā)現(xiàn),小布什政府對烏政策的兩大目標(biāo)都打了折扣。那種希望通過一場革命就可以將烏克蘭改天換日的想法無疑是過分低估了烏克蘭獨(dú)特而復(fù)雜的國情,以及俄羅斯對烏克蘭的巨大影響力。本文還對未來美國政府對烏政策的趨勢進(jìn)行了預(yù)測。
[Abstract]:The US government has always attached great importance to Ukraine's important role in containing Russia. On the basis of reviewing the policies of the previous American governments towards Ukraine, this paper focuses on the policy of the Bush administration towards Ukraine. To sum up, the Bush administration's policy toward Ukraine has two main objectives: first, to bring Ukraine into the pro-Western camp; and second, to export democracy and market economy to Ukraine. "exporting democracy" is the focus of Bush administration's policy toward Ukraine. This is not only the embodiment of ideological fanaticism in the neoconservative diplomacy of the Bush administration, but also the consideration of the practical interests of the Bush administration. The Bush administration hopes Ukraine's pro-American wing will put Ukraine on a pro-western strategic track. The Bush administration devoted a lot of energy to this, and the Orange Revolution, supported by the United States, was a masterpiece of the Bush administration. But a review of Ukraine's domestic politics and foreign policy options after the Orange Revolution suggests that the Bush administration's two goals have been compromised. The idea that Ukraine could be replaced by a revolution is undoubtedly an overestimation of its unique and complex state of affairs and of Russia's enormous influence over the country. This paper also predicts the future trend of American government's policy toward Ukraine.
