【摘要】：奧巴馬上任以來(lái),美國(guó)和澳大利亞雙邊安全關(guān)系出現(xiàn)了新進(jìn)展:兩國(guó)安全合作的戰(zhàn)略地位提升,技術(shù)層面的合作不斷加深,安全政策的協(xié)調(diào)更加密切,澳大利亞在地區(qū)安全秩序上進(jìn)一步偏向美國(guó)。但這種新發(fā)展也有一定的戰(zhàn)略限度,即避免過(guò)度激怒中國(guó)。由于密切的中澳經(jīng)濟(jì)關(guān)系、中澳兩國(guó)間不存在直接的領(lǐng)土沖突以及相對(duì)中立更有利于澳大利亞的地區(qū)影響力,澳美安全合作短期內(nèi)存在這樣的戰(zhàn)略限度。此外,美國(guó)國(guó)內(nèi)政治和外交政策走向的不確定性以及澳大利亞和其他亞太國(guó)家關(guān)系的發(fā)展變化,也是影響澳美安全合作戰(zhàn)略限度的因素。兩國(guó)中長(zhǎng)期的安全關(guān)系總的來(lái)說(shuō)會(huì)朝著更加密切、重要和一體化的方向發(fā)展,但這一態(tài)勢(shì)最終取決于地區(qū)力量結(jié)構(gòu)以及中美澳三邊關(guān)系的變化,原因在于,美澳兩國(guó)之間的安全合作沒(méi)有太大的現(xiàn)實(shí)障礙,并有相當(dāng)?shù)膭?dòng)力繼續(xù)加強(qiáng)安全上的合作。同時(shí),隨著澳大利亞與《跨太平洋伙伴關(guān)系協(xié)定》成員的經(jīng)貿(mào)依賴(lài)關(guān)系的加深,對(duì)中國(guó)經(jīng)濟(jì)依賴(lài)度的降低可能成為一個(gè)影響澳大利亞外交政策選擇的長(zhǎng)期重要因素。
[Abstract]:Since Obama took office, there has been new progress in bilateral security relations between the United States and Australia: the strategic status of security cooperation between the two countries has increased, cooperation at the technical level has deepened, and security policies have been more closely coordinated. Australia is further biased towards the United States in the regional security order. But this new development also has a strategic limit, that is, to avoid excessive irritation of China. Because of the close economic relationship between China and Australia, there is no direct territorial conflict between the two countries and relatively neutral is more conducive to Australian regional influence, Australia and the United States security cooperation in the short term there is such a strategic limit. In addition, the uncertainty of the direction of American domestic politics and foreign policy and the development of the relationship between Australia and other Asia-Pacific countries are also the factors that influence the strategic limits of security cooperation between Australia and the United States. The long-term security relationship between the two countries will generally develop closer, more important and more integrated, but this situation ultimately depends on the changes in the regional power structure and the trilateral relations between China, the United States and Australia, because, There are no real obstacles to security cooperation between the two countries, and there is considerable incentive to continue to strengthen security cooperation. At the same time, with the deepening of economic and trade dependence between Australia and the members of the Trans-Pacific Partnership Agreement, the reduction of economic dependence on China may become an important long-term factor affecting Australia's foreign policy choices.
