【摘要】：英國(guó)是一個(gè)頗具鮮明特點(diǎn)的歐洲國(guó)家,它歷史演變的重要特點(diǎn)就是其文化傳統(tǒng)具有較強(qiáng)的連續(xù)性,其中外交上的“均勢(shì)外交”傳統(tǒng)顯得尤為典型。英國(guó)實(shí)行均勢(shì)外交的歷史最久,手段最完備,表現(xiàn)最嫻熟。 均勢(shì)外交作為一種具有時(shí)空維度的外交傳統(tǒng),是均勢(shì)外交的對(duì)象、均勢(shì)外交的核心、均勢(shì)外交的目標(biāo)以及均勢(shì)外交的實(shí)質(zhì)諸要素的有機(jī)組合。英國(guó)的均勢(shì)外交作為一種“傳統(tǒng)”性的外交政策,有著內(nèi)源性文化淵源的深層次動(dòng)因。本文走的是一條從文化的視角研究外交的路徑。在考察了英國(guó)歷史和文化的基礎(chǔ)上,分析了英國(guó)傳統(tǒng)的文化因子,并以英國(guó)文化的物質(zhì)層面、制度和行為層面以及精神層面等文化不同結(jié)構(gòu)為分析框架,論述了英國(guó)文化中的島國(guó)文化、制度文化、民族性以及宗教和哲學(xué)對(duì)其歐洲均勢(shì)外交的對(duì)象選擇、均勢(shì)外交的核心、均勢(shì)外交的目標(biāo)以及均勢(shì)外交實(shí)質(zhì)的明顯影響。英國(guó)島國(guó)文化在英國(guó)均勢(shì)外交傳統(tǒng)以歐洲大陸作為其對(duì)象選擇中扮演了主要角色；英國(guó)政治文化在相當(dāng)程度上雕塑了英國(guó)對(duì)歐均勢(shì)外交傳統(tǒng)中分權(quán)均衡核心的特征；英吉利民族的優(yōu)越感和保守性的民族性文化和英國(guó)對(duì)歐均勢(shì)外交傳統(tǒng)尋求權(quán)力優(yōu)勢(shì)目標(biāo)的關(guān)系較為密切；英國(guó)哲學(xué)上的經(jīng)驗(yàn)主義和宗教上的現(xiàn)實(shí)主義對(duì)其歐均勢(shì)外交傳統(tǒng)維護(hù)國(guó)家利益的實(shí)質(zhì)有著較為重要的影響。
[Abstract]:Britain is a very distinctive European country. The important characteristic of its historical evolution is the strong continuity of its cultural tradition. The diplomatic tradition of "balance of power" is particularly typical. Britain has the longest history, the most complete means and the most adept.
As a diplomatic tradition with space-time dimension, balance diplomacy is the object of the balance of power diplomacy, the core of the balance of power diplomacy, the goal of the balance of power diplomacy and the organic combination of the essential elements of the balance of power diplomacy. On the basis of the study of British history and culture, this paper analyzes the traditional British cultural factors, and discusses the island culture and institutional culture in British culture by analyzing the different structures of the British culture, such as the material level of the British culture, the institutional and behavioral level and the spiritual level. The choice of the nationality and religion and philosophy on its European balance of diplomacy, the core of the balance of power diplomacy, the goal of the balance of power and the essence of the balance of diplomacy. The British island culture plays the main role in the European continent's diplomatic tradition in the European continent as its object of choice; the British political culture is to a considerable extent. It sculpted the characteristics of Britain's decentralization in the diplomatic tradition of the European equilibrium; the superiority of the British nation and the conservatism of the national culture are closely related to the goal of seeking power in the European diplomatic tradition of the European equilibrium; the British philosophical empiricism and the religious realism have the traditional dimension of the European equilibrium. The essence of protecting national interests has a more important influence.
