【摘要】：聯(lián)合國(guó)維和行動(dòng)的一個(gè)主要職責(zé)是保護(hù)平民免受暴力侵害,然而,部分維和人員很快演變?yōu)槭┍┱�。他們利用其地位和資源,對(duì)平民進(jìn)行性剝削與性虐待。聯(lián)合國(guó)雖然制定了關(guān)于性剝削與性虐待的"零容忍"政策,但維和人員性侵丑聞還是層出不窮。分析維和人員性侵問(wèn)題現(xiàn)狀和原因,初步探析了聯(lián)合國(guó)"零容忍"政策及其困境,并提出了解決維和人員性侵問(wèn)題的舉措與建議。
[Abstract]:One of the main responsibilities of UN peacekeeping operations is to protect civilians from violence. However, some peacekeepers quickly turn out to be perpetrators. They use their status and resources to sexually exploit and abuse civilians. Despite the UN's zero-tolerance policy on sexual exploitation and abuse, sexual abuse scandals by peacekeepers continue to emerge. This paper analyzes the present situation and causes of the problem of sexual assault by peacekeepers, probes into the policy of "zero tolerance" and its predicament in the United Nations, and puts forward some measures and suggestions to solve the problem of sexual abuse by peacekeepers.
