【摘要】：古共"六大"通過的《綱要》確定了古巴"更新"社會(huì)主義經(jīng)濟(jì)模式的基本原則和目標(biāo)。2012年1月,為適應(yīng)國(guó)家的"更新"進(jìn)程,古共召開了黨的第一次全國(guó)代表會(huì)議,會(huì)議提出了黨在各方面的具體工作目標(biāo)。2013年2月24日召開的全國(guó)人民政權(quán)代表大會(huì)選舉迪亞斯·卡內(nèi)爾為國(guó)務(wù)委員會(huì)第一副主席,標(biāo)志著古巴加快了高層代際更替的進(jìn)程。古巴采取的"更新"措施取得了一些成效,私營(yíng)部門從業(yè)人數(shù)和比重增加,生產(chǎn)效率得到提高,同時(shí)也遇到了人口老齡化、投資嚴(yán)重不足和"更新"中出現(xiàn)的一些矛盾等問題。古巴改革采取的是漸進(jìn)戰(zhàn)略,主要戰(zhàn)略措施包括承認(rèn)和發(fā)展非公所有制形式,擴(kuò)大非公經(jīng)濟(jì)在國(guó)民經(jīng)濟(jì)中的比重;吸引外資、鼓勵(lì)出口和替代進(jìn)口;改革工資制度和價(jià)格形成機(jī)制,發(fā)揮金融和稅收的作用,注重內(nèi)生增長(zhǎng),發(fā)展生物制藥等高科技產(chǎn)業(yè).等等。此外,本文在分析當(dāng)前古巴實(shí)際生活水平的基礎(chǔ)上,對(duì)古巴"模式更新"時(shí)期的中古合作關(guān)系進(jìn)行了探討,提出為適應(yīng)古巴改革的新形勢(shì)和中國(guó)經(jīng)濟(jì)轉(zhuǎn)型的需要,應(yīng)著眼長(zhǎng)遠(yuǎn),擴(kuò)大合作,抓住促進(jìn)中古關(guān)系大發(fā)展的戰(zhàn)略機(jī)遇。
[Abstract]:The outline adopted by the sixth National Congress of the Communist Party of Cuba sets out the basic principles and objectives for Cuba to "renew" its socialist economic model. In January 2012, in order to adapt to the "renewal" process of the country, Cuba convened the first National Congress of the Party, The National Assembly of people's Power, held on February 24, 2013, elected Diaz Carnell as the first Vice-President of the Council of State, marking the acceleration of the process of high-level intergenerational turnover in Cuba. The "renewal" measures adopted by Cuba have achieved some results, with the number and proportion of private sector employees increasing, production efficiency improved, and problems such as the ageing of the population, serious underinvestment and contradictions in the "renewal" of the population. Cuba's reform has adopted a gradual strategy, the main measures of which include the recognition and development of non-public forms of ownership, the expansion of the proportion of non-public economy in the national economy, the attraction of foreign investment, the encouragement of exports and substitution of imports; Reform the wage system and price formation mechanism, give play to the role of finance and taxation, pay attention to endogenous growth, and develop high-tech industries such as biopharmaceuticals. Wait In addition, based on the analysis of the actual living standards of Cuba, this paper probes into the Sino-Cuban cooperative relations during the period of "model renewal" in Cuba, and puts forward that in order to meet the new situation of Cuba's reform and the needs of China's economic transformation, we should focus on the long term. Expand cooperation and seize the strategic opportunity to promote the great development of Sino-Cuban relations.
