【摘要】：崛起大國(guó)的周邊外交必須具備高度的戰(zhàn)略格局與歷史擔(dān)當(dāng),積極探索相鄰之道,才能穩(wěn)定周邊關(guān)系。鑒于此,周邊外交新理念積極回應(yīng)時(shí)代需求,推進(jìn)"一帶一路"等重大舉措的落實(shí),塑造周邊外交新格局。即便如此,周邊國(guó)家對(duì)中國(guó)周邊外交轉(zhuǎn)型依然抱有諸多疑慮,因此,如何提升周邊外交新理念的國(guó)際話(huà)語(yǔ)權(quán)具有重大現(xiàn)實(shí)意義。首先,必須樹(shù)立話(huà)語(yǔ)主體的戰(zhàn)略自覺(jué)性。最高決策層視周邊為重要戰(zhàn)略支撐,將周邊外交置于外交的首要地位,培育周邊外交新理念的戰(zhàn)略信譽(yù),以強(qiáng)大的文化自信推動(dòng)話(huà)語(yǔ)創(chuàng)新。其次,高質(zhì)量的話(huà)語(yǔ)內(nèi)容及其落實(shí)是塑造話(huà)語(yǔ)權(quán)的關(guān)鍵所在。"親誠(chéng)惠容"新理念內(nèi)涵豐富、特色鮮明,能夠有力回應(yīng)現(xiàn)實(shí)問(wèn)題,指導(dǎo)周邊外交的新發(fā)展。與此同時(shí),由于周邊外交的復(fù)雜性與艱巨性,必須以高度的戰(zhàn)略定力奉行周邊外交新理念才能保持戰(zhàn)略方向的清晰性與穩(wěn)定性,取得實(shí)效。此外,周邊外交新理念是傳統(tǒng)政治理念與時(shí)代主流價(jià)值的深度融合,應(yīng)通過(guò)健全的話(huà)語(yǔ)傳播平臺(tái)與合理的傳播方式提升對(duì)周邊國(guó)家的文化感召力,強(qiáng)化話(huà)語(yǔ)認(rèn)同。簡(jiǎn)言之,提升周邊外交新理念的國(guó)際話(huà)語(yǔ)權(quán)是塑造中國(guó)"周邊觀"的重要嘗試,有待進(jìn)一步研究。
[Abstract]:The peripheral diplomacy of the rising powers must have a high strategic pattern and historical responsibility, and actively explore the adjacent ways to stabilize the peripheral relations. In view of this, the new concept of peripheral diplomacy actively responds to the needs of the times, promotes the implementation of "Belt and Road" and other important measures, and shapes the new pattern of peripheral diplomacy. Even so, the neighboring countries still have a lot of doubts about the transformation of China's neighboring diplomacy, so it is of great practical significance to enhance the international discourse power of the new concept of peripheral diplomacy. First of all, we must establish the strategic consciousness of the discourse subject. The highest decision-making level regards the periphery as an important strategic support, puts the peripheral diplomacy in the primary position of diplomacy, cultivates the strategic credibility of the new concept of peripheral diplomacy, and promotes discourse innovation with strong cultural self-confidence. Secondly, high-quality discourse content and its implementation are the key to shaping discourse rights. " The new concept is rich in connotation and distinctive in characteristics, and can respond to practical problems and guide the new development of peripheral diplomacy. At the same time, due to the complexity and difficulty of peripheral diplomacy, we must pursue the new concept of peripheral diplomacy with a high degree of strategic determination in order to maintain the clarity and stability of the strategic direction and achieve practical results. In addition, the new concept of peripheral diplomacy is a deep fusion of the traditional political ideas and the mainstream values of the times. It is necessary to enhance the cultural appeal to the neighboring countries and strengthen the discourse identity through sound communication platform and reasonable communication methods. In short, it is an important attempt to shape China's "peripheral view" to promote the international discourse power of the new concept of peripheral diplomacy, which needs further study.
