【摘要】：阿巴邊界"黑洞",是指阿巴國(guó)際邊界杜蘭德線存在理論與現(xiàn)實(shí)間的嚴(yán)重錯(cuò)位,以至于阿巴邊界產(chǎn)生巨大安全漏洞,無(wú)法填補(bǔ),且是庇護(hù)反政府勢(shì)力的天堂,猶如黑洞。它根源于英國(guó)殖民者建立的英屬印度西北"科學(xué)邊界",成形于巴基斯坦基于杜蘭德線建國(guó),影響深遠(yuǎn)。阿巴邊界矛盾爆發(fā),阿巴政府分別擇時(shí)利用"黑洞"對(duì)反政府勢(shì)力的庇護(hù)功能,培植對(duì)方敵對(duì)勢(shì)力,與此相應(yīng),它不但使得"普什圖問(wèn)題"和"俾路支問(wèn)題"成為巴方痼疾,而且導(dǎo)致蘇美深陷阿富汗戰(zhàn)爭(zhēng)泥潭,以及塔利班等極端勢(shì)力的興起。當(dāng)前,"黑洞"正向中巴經(jīng)濟(jì)走廊產(chǎn)生影響,具體表現(xiàn)在"西線"與"東線"之爭(zhēng)上。鑒于KP省、FATA和俾路支省的堅(jiān)定立場(chǎng),巴政府提出"多線"方案,將抉擇困境之球踢給中國(guó)。藉此,中巴經(jīng)濟(jì)走廊建設(shè),如何避免陷入"黑洞",值得中國(guó)人深思。
[Abstract]:The "black hole" of the Arab-Palestinian border refers to the serious dislocation between the theory of existence and the reality of the Durand line of the Arab-Palestinian international boundary, so that the Arab-Palestinian border produces a huge security loophole, which cannot be filled up, and is a haven for anti-government forces, just like a black hole. It originated from the "scientific boundary" of British Northwest India established by the British colonists, and formed in Pakistan based on the Durand Line, which has far-reaching influence. The Arab-Pakistani border conflict broke out, and the Arab-Pakistani government took advantage of the "black hole" to protect the anti-government forces and cultivate the opposing hostile forces respectively. Accordingly, it not only made the "Pashtun issue" and the "Baloch issue" a chronic disease of the Palestinian side. And led to the Soviet Union and the US deep in the war in Afghanistan, and the rise of extremist forces such as the Taliban. At present, the black hole is exerting an influence on the economic corridor of CMB, which is manifested in the dispute between the West Line and the Eastern Line. Given the firm stance of Kraft province FATA and Baluchistan, the government has proposed a "multi-line" plan to kick the ball of choice to China. Thus, how to avoid falling into a "black hole" in the construction of China-Pakistan Economic Corridor is worth pondering by the Chinese.
