【摘要】：進入21世紀以來,非洲局勢總體趨穩(wěn),非洲經(jīng)濟走向復蘇�！�9?11”事件發(fā)生后,特別是2002年7月非洲統(tǒng)一組織改組為非洲聯(lián)盟以來,非洲的國際地位不斷提升。面對中國、美國及歐盟等國家(集團)不斷強化各自同非洲國家的關(guān)系,日本開始重新審視對非政策。對于日本而言,無論是實現(xiàn)政治戰(zhàn)略,還是維護經(jīng)濟利益,完善對非政策已迫在眉睫。在冷戰(zhàn)的特殊背景下,日本的對非政策主要集中于經(jīng)濟領(lǐng)域,而且層次較為膚淺。但是,進入21世紀以來,日本開始在政治領(lǐng)域、經(jīng)濟領(lǐng)域和安全領(lǐng)域調(diào)整對非政策。在政治領(lǐng)域,日本不斷擴大日非高層交往,增設(shè)大使館,并且以國際會議為平臺介入非洲事務(wù);在經(jīng)濟領(lǐng)域,日本以擴大對非投資、貿(mào)易和官方援助為基軸,不斷強化日非經(jīng)濟關(guān)系;在安全領(lǐng)域,日本以“反恐”為旗幟,不斷強化日本同非洲的關(guān)系。然而,日本對新世紀頭十年日非關(guān)系的曲折發(fā)展并不滿意。通過分析,我們可以歸納出日非關(guān)系中存在的問題。盡管日本對非政策的調(diào)整不會給中非關(guān)系造成較大沖擊,但是,中國需保持冷靜心態(tài),妥善處理好中非關(guān)系。
[Abstract]:Since the beginning of the 21st century, the African situation has generally stabilized and the African economy has been recovering. After the "911" incident, especially since the Organization of African Unity (OAU) was reorganized into the African Union in July 2002, Africa's international status has been continuously rising. As countries such as China, the United States and the European Union (EU) continue to strengthen their relations with African countries, Japan has begun to re-examine its African policy. For Japan, it is urgent to perfect its policy towards Africa, whether it is to realize political strategy or to safeguard its economic interests. In the special background of cold war, Japan's policy towards Africa is mainly concentrated in the economic field, and the level is superficial. However, in the 21st century, Japan began to adjust its policy toward Africa in political, economic and security fields. In the political field, Japan has continuously expanded its non-high-level contacts, opened embassies and engaged in African affairs on the platform of international conferences. In the economic field, Japan is based on expanding investment, trade and official assistance to Africa. In the field of security, Japan has strengthened its relations with Africa under the banner of "anti-terrorism". However, Japan is not satisfied with the tortuous development of relations between Japan and Africa in the first decade of the new century. Through analysis, we can sum up the problems existing in the relationship between Japan and Africa. Although the adjustment of Japan's policy toward Africa will not have a major impact on China-Africa relations, China needs to remain calm and properly handle Sino-African relations.
