【摘要】： 當代的國際格局與以往的國際格局有所不同,一方面,當代國際格局還處在變動中,雖然美國仍然在國際事務(wù)中發(fā)揮主導作用,但其他一些國家和區(qū)域性組織也發(fā)揮著重要的影響力,“一超多強”帶來了國際格局的復雜性;另一方面,國際格局的內(nèi)涵也在發(fā)生變化,國際格局的劃分不再唯軍事力量馬首是瞻,經(jīng)濟力量也是塑造國際格局的重要因素之一。由此帶來的地緣經(jīng)濟對地緣政治的沖擊極大地影響了體系內(nèi)中小國家的對外政策選擇。 本文以國際格局變遷為大背景,以蒙古國的外交政策選擇為例,論述了從蒙古國獨立到冷戰(zhàn)和冷戰(zhàn)后的外交政策。分析了國際格局變遷與蒙古外交政策所產(chǎn)生的結(jié)構(gòu)上的因果性因素,以及蒙古作為中小國家本身所具有的自主性和選擇性因素。蒙古作為主權(quán)國家本身所遭遇的這種結(jié)構(gòu)性制約與國情的制約,無疑對國家政策與外交行為的選擇具有普遍意義。
[Abstract]:The contemporary international pattern is different from that of the past. On the one hand, the contemporary international pattern is still in a state of change, although the United States still plays a leading role in international affairs. However, some other countries and regional organizations also play an important role in bringing about the complexity of the international structure. On the other hand, the connotation of the international structure is also changing. The division of international pattern no longer depends on military power, economic power is one of the important factors in shaping the international pattern. The impact of geo-economy on geopolitics has greatly affected the foreign policy choices of small and medium-sized countries in the system. This paper takes the change of international structure as the background and the foreign policy choice of Mongolia as an example. This paper discusses the foreign policy from the independence of Mongolia to the cold war and the post-cold war. This paper analyzes the structural causality between the changes of the international structure and Mongolia's foreign policy, as well as the autonomy and selectivity of Mongolia as a small and medium-sized country. Mongolia as a sovereign state itself encountered such structural constraints and the constraints of national conditions, no doubt, the choice of national policy and diplomatic behavior has universal significance.
