【摘要】：戰(zhàn)后日本的中東外交不僅受到權(quán)力分配、石油需求等物質(zhì)力量的影響,更受到觀念因素的支配。影響外交行為的觀念因素可分為兩個層次。第一層次的觀念,決定了行為體對自身身份和利益的建構(gòu)。戰(zhàn)后日本外交的指導(dǎo)觀念由"吉田主義"到"多邊主義的國際貢獻(xiàn)"再到"日美同盟貢獻(xiàn)"的轉(zhuǎn)變,強(qiáng)化了日本對自身政治大國身份和利益的建構(gòu),在目標(biāo)設(shè)定上由"弱勢介入"轉(zhuǎn)為"強(qiáng)勢介入"。第二層次的觀念,為行為體達(dá)到目標(biāo)提供了知識,并通過對現(xiàn)實環(huán)境的認(rèn)知與歸因為政策路徑的選擇提供了指引。二戰(zhàn)后隨著主導(dǎo)介入中東政治的觀念由"平衡價值交換"轉(zhuǎn)向"構(gòu)建地區(qū)秩序",日本對中東外交的介入方式也由"弱"變"強(qiáng)"。日本政府需努力證明它們與傳統(tǒng)的和平主義政治文化之間在本質(zhì)上不存在沖突。隨著相關(guān)立法的不斷推進(jìn)以及未來可能發(fā)生的憲法修改,新觀念正不斷嵌入制度,并將最終演化為指導(dǎo)日本中東外交的長期戰(zhàn)略。
[Abstract]:Japan's diplomacy in the Middle East after the war was influenced not only by the distribution of power and oil demand, but also by idealistic factors. The conceptual factors affecting diplomatic behavior can be divided into two levels. The concept of the first level determines the actor's construction of his own identity and interests. The transformation of the guiding concept of Japanese diplomacy after the war from "Yoshida doctrine" to "international contribution of multilateralism" to "contribution of Japan-US alliance" strengthened Japan's construction of its political power identity and interests. In the goal setting from "weak intervention" to "strong intervention." The second level of concept provides knowledge for actors to achieve their goals and provides guidance for the choice of policy path through cognition and attribution of realistic environment. After World War II, with the concept of dominant involvement in Middle East politics changing from "balanced value exchange" to "building regional order", Japan's intervention in Middle East diplomacy also changed from "weak" to "strong". The Japanese government must try to prove that there is no essential conflict between them and the traditional pacifist political culture. With the continuous promotion of relevant legislation and the possible constitutional changes in the future, the new concept is constantly embedded in the system and will eventually evolve into a long-term strategy to guide Japan's Middle East diplomacy.
