【摘要】：就傳統(tǒng)意義而言,政府提供安全保護(hù)資源。隨著全球化的發(fā)展,大規(guī)模的跨國流動(dòng)對(duì)海外安全治理形成了巨大的壓力,在世界范圍內(nèi)出現(xiàn)了安全市場(chǎng)化的趨勢(shì)。近年來,隨著中國企業(yè)和公民大規(guī)模"走出去",中國海外安全治理的方式正在呈現(xiàn)一種非常明顯的變化,一種新的治理方式正在形成——私營安保公司開始成為中國海外安全治理的主要供給者。然而,迄今為止,中國海外安全市場(chǎng)化的趨勢(shì)尚未得到學(xué)界認(rèn)真的討論,私營安保公司在中國海外安全治理體系中的地位也沒有得到足夠重視。從安全需求與供給的市場(chǎng)關(guān)系模型出發(fā),可以獲得一個(gè)解釋海外安全市場(chǎng)化的分析模型。運(yùn)用該模型對(duì)中國海外安全的若干案例進(jìn)行研究,作者得出結(jié)論認(rèn)為,海外安全市場(chǎng)化是由安全需求與安全供給之間的"安全鴻溝"所決定的,國家間的"安全鴻溝"越大,海外安全市場(chǎng)化越突出。以私營安保公司為主要形式的海外安全保障方式,應(yīng)該成為中國海外安全治理體系的重要組成部分,并被納入中國特色大國外交的軌道。
[Abstract]:In the traditional sense, the government provides security resources. With the development of globalization, large-scale transnational flows have brought great pressure on overseas security governance, and the trend of security marketization has emerged in the world. In recent years, with the large-scale "going out" of Chinese enterprises and citizens, the way China manages overseas security is showing a very obvious change. A new form of governance is emerging-private security companies are starting to become the main providers of overseas security governance in China. However, up to now, the trend of overseas security marketization has not been seriously discussed in academic circles, and the position of private security companies in China's overseas security governance system has not been paid enough attention to. Based on the market model of security demand and supply, an analytical model can be obtained to explain the marketization of overseas security. Using this model to study some cases of overseas security in China, the author concludes that the marketization of overseas security is determined by the "security gap" between security demand and security supply, and the greater the "security gap" between countries. Overseas security marketization is more prominent. The overseas security system with private security companies as the main form should become an important part of China's overseas security governance system and be brought into the orbit of big country diplomacy with Chinese characteristics.
