【摘要】：2013年的國際形勢在復雜的國際環(huán)境下出現(xiàn)了一些新情況、新問題,也產(chǎn)生了一些新動向和新趨勢。大國關系合作與遏制并行,互信、互動與自信問題嚴重,導致合作處于較低水準,遏制與反遏制有所升級,特別是美俄紛紛提升戰(zhàn)略打擊能力,凸顯控制與發(fā)展悖論。一些地區(qū)安全形勢復雜多變,影響和平與發(fā)展的安全困局難消。盡管世界在發(fā)展,但冷戰(zhàn)思維陰魂不散,一些國家新的戰(zhàn)略意愿、戰(zhàn)略目標和戰(zhàn)略路徑的選擇,導致圍繞著政治權利的博弈、經(jīng)濟利益的較量、軍事優(yōu)勢的爭奪和文化軟實力的拓展等正以一種加速度的態(tài)勢前沖,導致沖突隱患增加,這不能不說是一種倒退,從而形成了一種發(fā)展的悖論或悖論的發(fā)展局面,也使得2013年的國際安全形勢處于一種全新的混沌之中。
[Abstract]:The international situation in 2013 has emerged some new situations, new problems, and some new trends and new trends in the complex international environment. The problems of cooperation and containment, mutual trust, interaction and self-confidence are serious, which leads to the low level of cooperation, the escalation of containment and anti-containment, especially the enhancement of strategic strike capability by the United States and Russia, which highlights the paradox of control and development. The security situation in some areas is complex and changeable, and the security dilemma affecting peace and development is difficult to overcome. Despite the development of the world, the Cold War mentality has been lingering. The new strategic will, strategic objectives and strategic path choices of some countries have led to a game of political rights and a contest of economic interests. The scramble for military superiority and the expansion of cultural soft power are rushing forward with an acceleration situation, which leads to an increase in hidden dangers of conflict. This cannot be said to be a retrogression, thus forming a paradox of development or a development situation of paradox. It also makes the international security situation in 2013 in a new chaos.
