【摘要】：全球衛(wèi)生治理已經(jīng)成為國際社會關(guān)注的主流問題,衛(wèi)生外交的重要性正日益凸顯。作為世界上最大的經(jīng)濟、政治一體化組織,歐盟通過層次分明、多元化的衛(wèi)生外交有效提升了在全球衛(wèi)生治理中的影響力。本文系統(tǒng)地梳理了歐盟衛(wèi)生政策的發(fā)展與衛(wèi)生外交的策略,分析了歐盟開展衛(wèi)生外交的動因、方法、特點和制約因素,并就其對中國參與全球衛(wèi)生治理所具有的啟示意義做了總結(jié)。本文首先分析了歐盟衛(wèi)生外交的理論依據(jù)和動因。本文用非傳統(tǒng)安全理論和全球公共產(chǎn)品理論分別解釋了歐盟為什么開展衛(wèi)生外交、如何開展衛(wèi)生外交的問題。結(jié)合理論基礎(chǔ)和歐盟衛(wèi)生外交的開展現(xiàn)狀,本文認為歐盟衛(wèi)生外交的動因有三點:保障人的健康和促進衛(wèi)生治理、維護衛(wèi)生安全、提升歐盟軟實力。接著本文著重分析了歐盟衛(wèi)生政策的發(fā)展與衛(wèi)生外交的演進和策略。《馬約》生效后歐盟衛(wèi)生政策的發(fā)展進入了快車道,并形成了謀求領(lǐng)導地位的全球衛(wèi)生治理戰(zhàn)略。圍繞這一戰(zhàn)略,歐盟與周邊國家、發(fā)展中國家、發(fā)達國家和國際組織開展了多元化的衛(wèi)生外交,形成了不同的衛(wèi)生外交策略。最后本文分析了歐盟衛(wèi)生外交的特點和制約因素�？傮w來說歐盟的衛(wèi)生外交是全球衛(wèi)生治理進程中的積極因素,中國可以借鑒歐盟的有益經(jīng)驗積極開展衛(wèi)生外交,建設(shè)軟實力,提高國際影響力。
[Abstract]:Global health governance has become a mainstream issue of international concern, and the importance of health diplomacy is becoming increasingly prominent. As the world's largest economic and political integration organization, the EU has effectively enhanced its influence in global health governance through structured, diversified health diplomacy. This paper systematically combs the development of EU health policy and the strategy of health diplomacy, analyzes the reasons, methods, characteristics and restrictive factors of EU health diplomacy. It also summarizes the implications for China's participation in global health governance. This paper first analyzes the theoretical basis and motivation of EU health diplomacy. This paper uses non-traditional safety theory and global public goods theory to explain why and how to carry out health diplomacy in EU. Based on the theoretical basis and the current situation of EU health diplomacy, this paper holds that there are three motivations of EU health diplomacy: to protect human health and promote health governance, to maintain health security, and to enhance the soft power of EU. Then this paper analyzes the development of EU health policy and the evolution and strategy of health diplomacy. The development of EU health policy has entered a fast track after the entry into force of Mayo, and the global health governance strategy which seeks to lead is formed. Around this strategy, the EU and its neighboring countries, developing countries, developed countries and international organizations have carried out diversified health diplomacy and formed different health diplomacy strategies. Finally, this paper analyzes the characteristics and restrictive factors of EU health diplomacy. In general, EU health diplomacy is a positive factor in the process of global health governance, and China can actively develop health diplomacy, build soft power and enhance international influence by drawing lessons from the beneficial experience of EU.
