【摘要】：雖然合作與競(jìng)爭(zhēng)依然是美國(guó)對(duì)華戰(zhàn)略的基本框架,但其近年來(lái)明顯地加強(qiáng)了對(duì)中國(guó)的競(jìng)爭(zhēng)壓力。一些機(jī)構(gòu)和專家甚至呼吁要重新激活冷戰(zhàn)時(shí)期的對(duì)蘇"成本強(qiáng)加戰(zhàn)略",以應(yīng)對(duì)中國(guó)崛起可能帶來(lái)的挑戰(zhàn)。從廣泛意義上講,成本強(qiáng)加是大國(guó)之間一種傳統(tǒng)的和平競(jìng)爭(zhēng)方式。其主要目標(biāo)就是通過非戰(zhàn)爭(zhēng)方式增加對(duì)手的資源消耗,削弱其行動(dòng)能力或加劇其資源分配壓力,進(jìn)而改變其具有挑戰(zhàn)的行為。從美國(guó)關(guān)于"空海一體戰(zhàn)"、"第三次抵消戰(zhàn)略"的討論到在南海上的行動(dòng),可以看到其日益明顯的"成本強(qiáng)加"邏輯。美國(guó)對(duì)華"成本強(qiáng)加戰(zhàn)略"無(wú)疑將給中國(guó)帶來(lái)復(fù)雜的挑戰(zhàn),對(duì)其研究有助于中國(guó)深入理解美國(guó)對(duì)華競(jìng)爭(zhēng)戰(zhàn)略的邏輯、邊界和目標(biāo),為保持戰(zhàn)略定力,制定針對(duì)性應(yīng)對(duì)措施,有效整合國(guó)家發(fā)展戰(zhàn)略和國(guó)際競(jìng)爭(zhēng)戰(zhàn)略提供有益啟示。
[Abstract]:Although cooperation and competition are still the basic framework of America's strategy towards China, it has obviously strengthened the competitive pressure on China in recent years. Some institutions and experts have even called for a reactivation of the Cold War's "cost-imposed strategy" against the Soviet Union to address the possible challenges of China's rise. In a broad sense, cost imposition is a traditional and peaceful way to compete among great powers. Its main goal is to increase the resource consumption of the adversary through non-war mode, weaken its ability of action or intensify its pressure of resource allocation, and then change its challenging behavior. From the discussion of the "Air and Sea Battle" and the "third offsetting strategy" to the action in the South China Sea, we can see the increasingly obvious logic of "cost imposition". There is no doubt that the "cost imposition strategy" of the United States against China will bring complex challenges to China. The study of the strategy will help China to deeply understand the logic, boundaries and objectives of the United States' competitive strategy against China, and formulate targeted countermeasures to maintain its strategic strength. Effective integration of national development strategies and international competition strategy to provide useful inspiration.
