【摘要】：隨著社會(huì)經(jīng)濟(jì)的發(fā)展和工業(yè)化進(jìn)程的加快,人類賴以生存的環(huán)境日益遭到極大的破壞。在大自然對(duì)人類一次又一次的報(bào)復(fù)之下,對(duì)人類居住的環(huán)境進(jìn)行保護(hù)的重要性開始日益凸顯。在這種背景下,作為世界上最大的國(guó)際組織,聯(lián)合國(guó)于1972年召開了第一次全球性的人類環(huán)境會(huì)議。會(huì)上通過的《人類環(huán)境宣言》和《行動(dòng)計(jì)劃》成為世界各國(guó)進(jìn)行環(huán)境保護(hù)工作的指導(dǎo)原則和行動(dòng)綱領(lǐng)。在它的推動(dòng)下,世界各國(guó)開始重視環(huán)境問題并開展了一系列的環(huán)境保護(hù)工作。中國(guó)政府派代表團(tuán)出席了這次會(huì)議,這是中國(guó)政府第一次正式出席有關(guān)國(guó)際環(huán)境方面的會(huì)議。中國(guó)代表團(tuán)在會(huì)上做出了重要的貢獻(xiàn),但由于受極左路線和當(dāng)時(shí)政治思潮的影響,代表團(tuán)在會(huì)議上的表現(xiàn)也存在一定的缺陷和不足,例如,過分強(qiáng)調(diào)意識(shí)形態(tài),沒有看到各國(guó)在環(huán)境保護(hù)領(lǐng)域存在的共同利益等。聯(lián)合國(guó)人類環(huán)境會(huì)議的召開,給當(dāng)時(shí)正處于“文革”混亂狀態(tài)下的中國(guó)政府敲響了警鐘,認(rèn)識(shí)到環(huán)境保護(hù)對(duì)一國(guó)發(fā)展的重要性,從而在中國(guó)環(huán)保領(lǐng)域邁出了艱難的一步。在這次會(huì)議的影響下,中國(guó)召開了全國(guó)第一次環(huán)境保護(hù)會(huì)議,制定了保護(hù)環(huán)境的若干行動(dòng)規(guī)劃。另外,聯(lián)合國(guó)人類環(huán)境會(huì)議也是中國(guó)環(huán)境外交的開端,從此中國(guó)開始逐漸參與國(guó)際范圍內(nèi)的環(huán)境保護(hù)合作。
[Abstract]:With the development of social economy and the acceleration of industrialization, the environment on which human beings depend for existence has been greatly damaged. The importance of protecting the living environment of human beings has become increasingly prominent in the revenge of nature on human beings over and over again. Against this background, the United Nations, as the largest international organization in the world, convened the first global conference on the human environment in 1972. The Declaration on the Human Environment and the Plan of Action adopted at the meeting serve as guiding principles and programmes of action for environmental protection in all countries of the world. Under its impetus, countries all over the world began to pay attention to environmental problems and carried out a series of environmental protection work. The Chinese government sent a delegation to attend the meeting, the first time the Chinese government has formally attended an international environmental conference. The Chinese delegation made important contributions to the meeting, but due to the influence of the extreme left line and the political trend of the time, the delegation also had certain shortcomings and deficiencies in its performance at the meeting. For example, it put too much emphasis on ideology. Do not see the common interests of countries in the field of environmental protection, and so on. The convening of the United Nations Conference on the Human Environment sounded the alarm to the Chinese government, which was in the chaos of the "Cultural Revolution" at that time, and recognized the importance of environmental protection to the development of a country, thus taking a difficult step in the field of environmental protection in China. Under the influence of the conference, China held the first national environmental protection conference and formulated a number of action plans for environmental protection. In addition, the United Nations Conference on the Human Environment is also the beginning of China's environmental diplomacy, since then China has gradually participated in international environmental protection cooperation.
