【摘要】：東亞區(qū)域合作是繼歐洲、北美地區(qū)合作之后,另一個區(qū)域性合作。隨著經(jīng)濟(jì)全球化的不斷深入,東亞區(qū)域合作越來越體現(xiàn)出地區(qū)和大國之間的戰(zhàn)略意義。自上個世紀(jì)90年代以來,隨著蘇聯(lián)解體,兩極世界格局瓦解,中日兩國作為世界格局多極力量中的一員,其相互關(guān)系上升到一個新的發(fā)展平臺,尤其是隨著東亞區(qū)域合作的展開,作為地區(qū)性大國,東亞區(qū)域合作能否真正順利推進(jìn),中日關(guān)系具有決定性的作用。因此東亞區(qū)域合作中的中日關(guān)系是我們關(guān)注的焦點(diǎn)和軸心。東亞區(qū)域合作沒有中日政治上的互信、經(jīng)濟(jì)上的共榮、文化上的共享,沒有中日任何一方的積極參與,都是不可能順利實(shí)現(xiàn)的。 本文在研究時段上,著眼于20世紀(jì)末(1991年)至21世紀(jì)初(2006年),東亞區(qū)域合作中的中日關(guān)系,概述了這一階段東亞區(qū)域合作中的中日關(guān)系歷史演進(jìn)過程,并客觀分析了影響中日關(guān)系的利弊因素及其與東亞區(qū)域合作的雙向影響。在這一框架下中日關(guān)系與東亞區(qū)域合作的影響及發(fā)展前景。同時對東亞區(qū)域合作中的的中日關(guān)系發(fā)展給予理性思考。作者認(rèn)為,東亞區(qū)域合作中的中日關(guān)系應(yīng)該堅(jiān)持戰(zhàn)略互惠,擴(kuò)大互信基礎(chǔ),努力構(gòu)建和諧東亞;應(yīng)該堅(jiān)持求同存異,通過推動多邊合作深化中日關(guān)系;同時,要趨利避害,重視東亞其他國家的作用,尤其要發(fā)揮美俄大國優(yōu)勢,積極推動?xùn)|亞區(qū)域合作的作用,努力構(gòu)筑超越中日關(guān)系的新平臺。 東亞區(qū)域合作,無論是從理論構(gòu)想,還是從現(xiàn)實(shí)的發(fā)展情況看,對東亞各國的發(fā)展都是有利的。對各參與國來說,都是一個新的歷史發(fā)展契機(jī)。尤其是對中國和日本而言,東亞在走向經(jīng)濟(jì)、政治、安全等多個領(lǐng)域的全面區(qū)域合作的過程是漫長的。在這一過程中,沒有中日的攜手合作,就不可能有真正意義上的東亞區(qū)域合作。中日關(guān)系的發(fā)展直接左右著中日在地區(qū)合作中的合作成效和發(fā)展態(tài)勢,隨著全球化下區(qū)域集團(tuán)化趨勢加強(qiáng),東亞區(qū)域合作有利于提高和加強(qiáng)亞洲的地區(qū)認(rèn)同,像歐盟和北美一樣,形成源于亞洲的全球標(biāo)準(zhǔn)。東亞走向一體化成為大勢所趨。
[Abstract]:East Asian regional cooperation is another regional cooperation after the regional cooperation in Europe and North America. With the deepening of economic globalization, the regional cooperation in East Asia increasingly reflects the strategic significance between the region and the big countries. Since the 1990s, with the disintegration of the Soviet Union and the disintegration of the bipolar world pattern, the relationship between China and Japan, as one of the multi-polar forces in the world pattern, has risen to a new development platform. Especially with the development of regional cooperation in East Asia, the relationship between China and Japan plays a decisive role in whether the regional cooperation in East Asia can really advance smoothly as a regional power. Therefore, the relationship between China and Japan in East Asia regional cooperation is the focus and axis of our concern. Without mutual political trust, economic co-prosperity, cultural sharing, and the active participation of either side of China and Japan, regional cooperation in East Asia cannot be realized smoothly. This paper focuses on the Sino-Japanese relations in East Asian regional cooperation from the end of the 20th century (1991) to the beginning of the 21st century (2006), and summarizes the historical evolution of Sino-Japanese relations in this phase of East Asian regional cooperation. The paper also analyzes the pros and cons of the relationship between China and Japan and its two-way influence on the regional cooperation in East Asia. Under this framework, the influence and development prospect of Sino-Japanese relations and East Asian regional cooperation. At the same time, the development of Sino-Japanese relations in East Asia regional cooperation is given rational thinking. The author holds that Sino-Japanese relations in regional cooperation in East Asia should adhere to strategic reciprocity, expand the foundation of mutual trust, strive to build a harmonious East Asia, seek common ground while reserving differences, deepen Sino-Japanese relations by promoting multilateral cooperation, and at the same time, seek advantages and avoid disadvantages. We should attach importance to the role of other countries in East Asia, especially give play to the advantages of the great powers of the United States and Russia, actively promote the role of regional cooperation in East Asia, and strive to build a new platform for surpassing Sino-Japanese relations. Regional cooperation in East Asia is beneficial to the development of East Asian countries both in theory and in reality. For each participating country, all is a new historical development opportunity. Especially for China and Japan, it is a long process for East Asia to move towards comprehensive regional cooperation in economic, political, security and other fields. In this process, there can be no real East Asian regional cooperation without the cooperation of China and Japan. The development of Sino-Japanese relations directly affects the effectiveness and development trend of Sino-Japanese cooperation in regional cooperation. With the strengthening of the trend of regional collectivization under globalization, East Asian regional cooperation is conducive to enhancing and strengthening the regional identity of Asia. Like the European Union and North America, global standards have emerged from Asia. Integration of East Asia has become the trend of the times.
