【摘要】：本文分析特朗普政府的東南亞政策,包括其繼承的遺產(chǎn),尤其是奧巴馬政府的相關政策,并對未來走勢進行了展望。結(jié)合美國東南亞政策的演變,本文提出四點看法:一是,二戰(zhàn)后美國東南亞政策的演變呈現(xiàn)"20年周期"變動的特征;二是,奧巴馬政府的東南亞政策是其亞洲政策的亮點,也是其為繼任者留下的重要"遺產(chǎn)";三是,特朗普政府將延續(xù)前任的安全政策,弱化人權(quán)等議題,但在經(jīng)貿(mào)領域會采取更加積極和針對性的措施;四是,第四個"20年周期"的美國東南亞政策針對中國的措施是否會得到強化,猶如當年里根政府針對蘇聯(lián)的政策一樣,值得我們進一步觀察。
[Abstract]:This paper analyzes the Trump administration's policies in Southeast Asia, including the legacy it inherited, especially the Obama administration's policies, and looks forward to the future. Combined with the evolution of American Southeast Asia policy, this paper puts forward four points of view: first, the evolution of American Southeast Asia policy after World War II presents the characteristics of "20-year cycle" change; second, the Obama administration's Southeast Asia policy is the highlight of its Asian policy. It is also an important "legacy" left by his successors; third, the Trump administration will continue its predecessor's security policy, weaken human rights and other issues, but will take more active and targeted measures in the economic and trade field. Fourth, Whether the fourth "20-year cycle" of America's Southeast Asia policy toward China will be strengthened, as the Reagan administration did with the Soviet Union, deserves further observation.
