【摘要】：上海合作組織作為一個(gè)地區(qū)性合作組織已存在十余年，并且正在發(fā)展、壯大，發(fā)揮著越來(lái)越重要的作用。上海合作組織的發(fā)展對(duì)于中國(guó)參與區(qū)域性合作，構(gòu)建和諧地區(qū)具有重大的現(xiàn)實(shí)指導(dǎo)意義。主要探討在地區(qū)安全復(fù)合體視角下上海合作組織的形成動(dòng)因、發(fā)展的動(dòng)力與未來(lái)前景展望。 文章對(duì)地區(qū)安全復(fù)合體理論進(jìn)行綜述，，用該理論解釋上海合作組織的建成與發(fā)展的動(dòng)因。主要介紹了地區(qū)安全復(fù)合體理論的概念、特征、安全合作的議題、研究方法以及安全動(dòng)力，并指出上海合作組織的建立、形成、安全合作的議題、發(fā)展動(dòng)力與這一理論的主要契合處。具體闡述為從國(guó)內(nèi)層次分析“上海五國(guó)”機(jī)制建立的動(dòng)力以及發(fā)展為上海合作組織的必然，并就上海合作組織在安全合作領(lǐng)域的議題進(jìn)行了詳細(xì)論述；從區(qū)域?qū)哟畏治鲋卸韮蓢?guó)對(duì)上海合作組織成立的巨大推動(dòng)作用以及中俄兩國(guó)的利益協(xié)調(diào)對(duì)上海合作組織的重大意義；從地區(qū)間層次分析上海合作組織與周邊地區(qū)國(guó)家的安全互動(dòng)，以上海合作組織的擴(kuò)大為研究對(duì)象；從大國(guó)層次分析美國(guó)對(duì)上海合作組織的態(tài)度轉(zhuǎn)變與對(duì)策，上海合作組織如何處理好美國(guó)因素的影響，以實(shí)現(xiàn)共贏。分析上海合作組織內(nèi)部發(fā)展中的挑戰(zhàn)與動(dòng)力，指出如何有效應(yīng)對(duì)挑戰(zhàn)，以促進(jìn)上海合作組織獲得長(zhǎng)足進(jìn)展。 在當(dāng)今國(guó)際安全形勢(shì)發(fā)生重大變化的時(shí)代背景下，研究上海合作組織具有重大的現(xiàn)實(shí)意義。通過(guò)對(duì)本文的總結(jié)與梳理得出結(jié)論并指出不足之處，闡述了對(duì)上海合作組織美好前景的信心與希望。
[Abstract]:As a regional cooperation organization, Shanghai Cooperation Organization (SCO) has existed for more than ten years, and is developing and expanding, playing a more and more important role. The development of Shanghai Cooperation Organization is of great practical significance for China to participate in regional cooperation and build a harmonious region. This paper mainly discusses the formation motivation, development motive force and future prospect of Shanghai Cooperation Organization from the perspective of regional security complex. This paper summarizes the theory of regional security complex and explains the motivation of the establishment and development of Shanghai Cooperation Organization. This paper mainly introduces the concept, characteristics, security cooperation issues, research methods and safety motivation of the regional security complex theory, and points out the issues of the establishment, formation and security cooperation of the Shanghai Cooperation Organization. The main consonance between the motive force of development and this theory. In order to analyze the motive force of the establishment of the "Shanghai five" mechanism and the necessity of its development into the Shanghai Cooperation Organization at the domestic level, this paper discusses in detail the issues of the Shanghai Cooperation Organization in the field of security cooperation. From the regional level, this paper analyzes the great promoting role of China and Russia to the establishment of the Shanghai Cooperation Organization and the great significance of the coordination of the interests of China and Russia to the Shanghai Cooperation Organization. To analyze the security interaction between the Shanghai Cooperation Organization (SCO) and the neighboring countries at the regional level, and to take the expansion of the SCO as the research object, and to analyze the changes and countermeasures of the attitude of the United States towards the SCO at the level of the great powers. Shanghai Cooperation Organization how to deal with the impact of American factors in order to achieve a win-win situation. This paper analyzes the challenges and driving forces in the development of the Shanghai Cooperation Organization, and points out how to deal with the challenges effectively in order to promote the rapid progress of the Shanghai Cooperation Organization. It is of great practical significance to study the Shanghai Cooperation Organization (SCO) under the background of great changes in the international security situation. By summing up and combing out the conclusion and pointing out the inadequacies, this paper expounds the confidence and hope for the bright prospect of the Shanghai Cooperation Organization.
