【摘要】：2008年,肇始于美國(guó)進(jìn)而席卷全球的金融危機(jī),對(duì)世界經(jīng)濟(jì)乃至政治都產(chǎn)生了重大的影響,世界各國(guó)經(jīng)濟(jì)遭受巨大沖擊,美國(guó)、歐洲、日本經(jīng)濟(jì)損失慘重,發(fā)達(dá)國(guó)家經(jīng)濟(jì)陷入整體衰退,新興經(jīng)濟(jì)體力量相對(duì)加強(qiáng)。中國(guó)在這次金融危機(jī)中的作用日益增強(qiáng),國(guó)際地位明顯提升。面對(duì)錯(cuò)綜復(fù)雜的世界局勢(shì),中國(guó)的外交戰(zhàn)略也因金融危機(jī)的發(fā)生而做出了相應(yīng)的調(diào)整,采取了積極的應(yīng)對(duì)舉措,呈現(xiàn)出了新的特點(diǎn)。本文首先從金融危機(jī)爆發(fā)后對(duì)世界和中國(guó)產(chǎn)生的影響入手,進(jìn)行綜合分析,探究并總結(jié)出中國(guó)在金融危機(jī)爆發(fā)后外交戰(zhàn)略的特點(diǎn),進(jìn)而找尋中國(guó)和平崛起之路。 正文主要由三部分構(gòu)成:第一部分就是國(guó)際金融危機(jī)對(duì)世界和中國(guó)的影響,主要體現(xiàn)在對(duì)世界經(jīng)濟(jì)、世界政治的影響,對(duì)中國(guó)和平發(fā)展的挑戰(zhàn)。第二部分分析了國(guó)際金融危機(jī)下中國(guó)外交的特點(diǎn),主要?dú)w納為全方位外交、經(jīng)濟(jì)外交以及中國(guó)在國(guó)際上更重視承擔(dān)相應(yīng)的國(guó)際責(zé)任。第三部分展望中國(guó)的外交走向,主要分析國(guó)際金融危機(jī)給中國(guó)外交帶來(lái)的挑戰(zhàn)、機(jī)遇及未來(lái)的走向。 本文的主要觀點(diǎn)是:國(guó)際金融危機(jī)的爆發(fā)對(duì)中國(guó)來(lái)說(shuō),既存在挑戰(zhàn),同時(shí)也是機(jī)遇,我們要利用好這個(gè)重要的戰(zhàn)略機(jī)遇期,保持清醒的頭腦,根據(jù)當(dāng)前國(guó)際國(guó)內(nèi)形勢(shì)的變化,適時(shí)地調(diào)整中國(guó)的外交政策,提高中國(guó)在國(guó)際舞臺(tái)上的地位,為中國(guó)的發(fā)展創(chuàng)造更好的外部環(huán)境。國(guó)際金融危機(jī)下中國(guó)外交的主要特點(diǎn)是:多邊外交更加活躍、公共外交更加凸顯、經(jīng)濟(jì)外交更加深入、更加重視承擔(dān)相應(yīng)的國(guó)際責(zé)任、以維護(hù)國(guó)家利益為核心更加突出。
[Abstract]:In 2008, the financial crisis, which began in the United States and swept the world, had a great impact on the world economy and even on politics. The economies of all countries in the world suffered a great impact, and the economies of the United States, Europe and Japan suffered heavy losses. Developed economies have plunged into an overall recession, while emerging economies have been relatively stronger. China's role in the financial crisis is increasing and its international position has risen markedly. In the face of the complicated world situation, China's diplomatic strategy has also made corresponding adjustments due to the occurrence of the financial crisis, and has taken active measures to deal with it, showing new characteristics. This paper begins with the impact on the world and China after the financial crisis broke out, makes a comprehensive analysis, explores and summarizes the characteristics of China's diplomatic strategy after the outbreak of the financial crisis, and then finds out the path of China's peaceful rise. The main body consists of three parts: the first part is the impact of the international financial crisis on the world and China, mainly reflected in the impact on the world economy, world politics, and the challenges to China's peaceful development. The second part analyzes the characteristics of China's diplomacy under the international financial crisis, which is mainly summarized as omni-directional diplomacy, economic diplomacy and China paying more attention to the corresponding international responsibility. The third part looks forward to the trend of China's diplomacy, mainly analyzes the challenges, opportunities and future trends of China's diplomacy brought by the international financial crisis. The main points of this paper are: for China, the outbreak of the international financial crisis is both a challenge and an opportunity. We should make good use of this important strategic opportunity period and keep a clear mind, according to the changes in the current international and domestic situation. Timely adjust China's foreign policy, improve China's position on the international stage, and create a better external environment for China's development. Under the international financial crisis, the main characteristics of China's diplomacy are: multilateral diplomacy is more active, public diplomacy is more prominent, economic diplomacy is more in-depth, pay more attention to the corresponding international responsibility, and the core is to safeguard the national interests.
