【摘要】：干涉是西方國家的外交傳統(tǒng)，干涉主義在國際社會中也一直存在。冷戰(zhàn)結(jié)束后，西方國家的對外干涉環(huán)境發(fā)生了重大變化，“保護(hù)人權(quán)”、“維護(hù)共同價(jià)值”成為它們干涉別國最好的借口，并在此基礎(chǔ)上發(fā)展成為“新干涉主義”。9.11事件后，反對恐怖主義也逐步發(fā)展成為新干涉主義的理論支點(diǎn)。2011年的利比亞戰(zhàn)爭中，新干涉主義又有新的發(fā)展變化。文章通過對冷戰(zhàn)后西方新干涉主義的主要實(shí)踐包括科索沃戰(zhàn)爭、阿富汗戰(zhàn)爭、伊拉克戰(zhàn)爭、利比亞戰(zhàn)爭進(jìn)行研究，來探尋它對國際政治的影響和對我國和平發(fā)展的影響。 文章以維護(hù)我國的和平與發(fā)展為基本出發(fā)點(diǎn)，在辨證唯物主義和歷史唯物主義的指導(dǎo)下，綜合運(yùn)用歷史研究法、案例研究法、比較研究法，將理論與現(xiàn)實(shí)相結(jié)合，務(wù)求作到全面真實(shí)，客觀公正。 文章結(jié)構(gòu)由五部分組成。 第一章主要闡述冷戰(zhàn)后西方新干涉主義的目的和意義、國內(nèi)外的研究現(xiàn)狀、研究方法等。 第二章主要闡述三個(gè)基本概念：干涉、干涉主義、新干涉主義。這三個(gè)概念之間，既相互聯(lián)系又相互區(qū)別。對它們進(jìn)行正確的區(qū)分與定義，對于整篇文章的研究具有重要意義。 第三章圍繞冷戰(zhàn)后西方新干涉主義主要實(shí)踐展開。研究了科索沃戰(zhàn)爭、阿富汗戰(zhàn)爭、伊拉克戰(zhàn)爭、利比亞戰(zhàn)爭等四次戰(zhàn)爭過程中，新干涉主義的表現(xiàn)及實(shí)踐本身對新干涉主義的影響。 第四章主要論述的是冷戰(zhàn)后西方新干涉主義對國際政治的影響，包括對世界和平、世界經(jīng)濟(jì)、國際人權(quán)保護(hù)的影響。 第五章主要論述的是冷戰(zhàn)后西方新干涉主義對我國的影響及我國的應(yīng)對之策。研究冷戰(zhàn)后新干涉主義的演變及其后果的目的，在于提出我國的應(yīng)對之策。
[Abstract]:After the end of the Cold War , the foreign interference environment of western countries has changed greatly . After the end of the cold war , the foreign interference environment of western countries has changed greatly . After the end of the Cold War , the anti - terrorism has gradually developed into the theoretical fulcrum of new interventionism . In the Libyan war in 2011 , the new interventionism has a new development change . This article tries to find out its influence on international politics and its impact on China ' s peaceful development .

In order to maintain our country ' s peace and development as the basic starting point , under the guidance of dialectical materialism and historical materialism , it combines the historical research method , case study method and comparative research method , and combines the theory with the reality , so as to make full and real and objective and fair .

The article consists of five parts .

The first chapter mainly expounds the purpose and significance of the new interventionism in the post - cold war , and the research situation , research methods and so on at home and abroad .

The second chapter mainly expounds three basic concepts : interference , interventionism and new interventionism . These three concepts are interrelated and different from each other . The correct distinction and definition of them are of great significance to the study of the whole article .

Chapter Three focuses on the main practice of neo - interventionism in the post - cold war . In the four wars , such as the war in Kosovo , the war in Afghanistan , the Iraq war and the Libyan war , the manifestations of new interventionism and the influence of the practice itself on the new interventionism .

The fourth chapter mainly discusses the influence of neo - interventionism on international politics after the cold war , including the influence on world peace , world economy and international human rights protection .

The fifth chapter mainly discusses the influence of new interventionism on our country after the cold war and the policy of our country ' s response . The purpose of studying the evolution of the new interventionism after the cold war and its consequences lies in the policy of our country ' s response .
