【摘要】：非盟和平與安全理事會成立于2002年，是非洲大陸上建立的第一個專門負(fù)責(zé)和平與安全事務(wù)的組織機構(gòu)。它的建立顯示出非洲國家結(jié)束沖突與戰(zhàn)亂、維護(hù)非洲地區(qū)安全與和平的決心。 冷戰(zhàn)結(jié)束以后，世界政治經(jīng)濟(jì)一體化和區(qū)域化進(jìn)程明顯加快，非洲在政治、經(jīng)濟(jì)、社會發(fā)展等方面都有“邊緣化”的趨勢。聯(lián)合國作為維護(hù)世界和平與安全的主要國際組織能力不足等因素的制約難以在維護(hù)非洲地區(qū)安全與穩(wěn)定，解決非洲地區(qū)沖突方面發(fā)揮更加積極有效作用，鑒于此，非洲國家希望通過自己的力量，，承擔(dān)起維和非洲地區(qū)和平、安全與穩(wěn)定的歷史使命。同時，也為了重塑非洲統(tǒng)一組織及其繼任者非洲聯(lián)盟的權(quán)威，非洲大陸各國達(dá)成一致，成立了專門負(fù)責(zé)地區(qū)和平與安全事務(wù)的組織機構(gòu)-非盟和平與安全理事會。 非盟和平與安全理事會的成立，標(biāo)志著非洲地區(qū)沖突解決機制的進(jìn)一步完善。非盟和平與安全理事會在成員組成、解決沖突的范圍、正式規(guī)則、規(guī)范和目的等方面都比它的前身“預(yù)防、處理、解決沖突機制”有巨大的進(jìn)步。它更加明確了其在非洲地區(qū)沖突解決中的職責(zé)，并賦予其更大的權(quán)力。此外，非盟和平與安全理事會更加積極主動的參與非洲解決沖突的實踐，為地區(qū)沖突的緩和和解決做出了貢獻(xiàn)。其中，非盟和平與安全理事會在達(dá)爾富爾地區(qū)的維和行動是一個典型。 維和行動對于促進(jìn)非洲地區(qū)的和平與安全具有重要的意義。但是在維和行動中也暴露了非盟和平與安全理事會在維和效率、維和經(jīng)費有限、維和部隊能力不足等諸多弊端。非盟和平與安全理事會在非洲地區(qū)沖突的解決中的作用越來越重要，要想更好的促進(jìn)非洲地區(qū)的穩(wěn)定、和平，非盟和平與安全理事會不僅要加強自身能力建設(shè)，而且要處理好和區(qū)域內(nèi)主權(quán)國家的關(guān)系、處理好與聯(lián)合國的關(guān)系、處理好與次區(qū)域組織的關(guān)系。
[Abstract]:The AU Peace and Security Council, established in 2002, is the first organization on the continent dedicated to peace and security. Its establishment demonstrates the determination of African countries to end conflicts and wars and to maintain security and peace in the African region. Since the end of the Cold War, the process of political and economic integration and regionalization in the world has been accelerated obviously, and Africa has a tendency of "marginalization" in political, economic and social development. In view of the constraints of the United Nations as a major international organization for the maintenance of world peace and security, such as inadequate capacity, it is difficult to play a more active and effective role in the maintenance of security and stability in the African region and in the resolution of conflicts in the African region, African countries hope to shoulder the historic mission of peace, security and stability in the African region through their own efforts. At the same time, in order to restore the authority of the Organization of African Unity and its successor, the African Union, the countries of the continent agreed to establish the African Union Peace and Security Council, an organization dedicated to regional peace and security. The establishment of the AU Peace and Security Council marks the further improvement of the African regional conflict resolution mechanism. The AU Peace and Security Council has made significant progress in terms of membership, scope of conflict resolution, formal rules, norms and objectives, compared to its predecessor, "Prevention, Management, and conflict Resolution Mechanism." It more clearly defines its responsibilities in conflict resolution in the African region and gives it greater powers. In addition, the AU Peace and Security Council has been more proactive in the practice of conflict resolution in Africa, contributing to the mitigation and resolution of regional conflicts. The AU Peace and Security Council peacekeeping operation in Darfur is typical. Peacekeeping operations are of great importance in promoting peace and security in the African region. However, in peacekeeping operations, the Peace and Security Council of the African Union has also exposed many shortcomings, such as efficiency, limited peacekeeping funds, insufficient capacity of peacekeeping troops, and so on. The role of the AU Peace and Security Council in the resolution of conflicts in the African region is becoming increasingly important. To better promote stability and peace in the African region, the AU Peace and Security Council should not only strengthen its own capacity building, Moreover, it is necessary to properly handle relations with sovereign states in the region, with the United Nations, and with subregional organizations.
