【摘要】：隨著駐阿美軍撤離,阿富汗局勢進(jìn)入一個新階段。阿政府須在安全及重建方面承擔(dān)更多任務(wù)與責(zé)任,但其能力有限,從而導(dǎo)致阿政治、經(jīng)濟(jì)、安全等方面的不確定性及風(fēng)險增加。這必然對與之毗鄰或地域接近的上海合作組織成員國產(chǎn)生直接或間接影響。整體上看,上合組織成員國將面臨阿富汗局勢不穩(wěn)所帶來的國際恐怖勢力反彈、地區(qū)極端勢力威脅和毒品走私等安全方面的挑戰(zhàn)。各成員國關(guān)切不同,應(yīng)對挑戰(zhàn)的政策措施也各異。美國撤軍的影響和上合組織其他成員國的不同應(yīng)對方式給地區(qū)局勢增添了新的變數(shù),不可避免地給中國帶來影響,中國面臨新的機(jī)遇和挑戰(zhàn)。
[Abstract]:With the withdrawal of US troops in Afghanistan, the situation in Afghanistan has entered a new stage. The Afghan government has to take on more tasks and responsibilities in security and reconstruction, but its limited capacity has led to increased political, economic, security and other uncertainties and risks. This is bound to have direct or indirect effects on members of the Shanghai Cooperation Organization that are adjacent or geographically close. Overall, SCO member states will face security challenges such as the rise of international terrorist forces caused by the instability in Afghanistan, the threat of regional extremist forces and drug trafficking. Member States have different concerns and policy responses to the challenges. The impact of the withdrawal of U.S. troops and the different ways of dealing with other SCO members have added new variables to the regional situation and inevitably have an impact on China, which faces new opportunities and challenges.
