【摘要】：習(xí)近平主席提出的"網(wǎng)絡(luò)空間命運共同體"是"人類命運共同體"的重要組成部分,對于正在推進的"一帶一路"倡議具有重要意義。網(wǎng)絡(luò)空間命運共同體具有互利共贏性、均衡普惠性,沿線各國如能摒棄意識形態(tài)和社會制度差異攜起手來共同應(yīng)對網(wǎng)絡(luò)恐怖主義、網(wǎng)絡(luò)霸權(quán)等,必將有效維護沿線網(wǎng)絡(luò)安全。但是沿線各國在構(gòu)建網(wǎng)絡(luò)空間命運共同體時也面臨西方大國的掣肘、意識形態(tài)各異等挑戰(zhàn)。為此,本文提出了建立沿線網(wǎng)絡(luò)空間共治權(quán)利及相關(guān)國際法準(zhǔn)則、形成沿線網(wǎng)絡(luò)空間共同利用的體制機制、補齊沿線網(wǎng)絡(luò)技術(shù)和產(chǎn)業(yè)發(fā)展短板等構(gòu)建沿線網(wǎng)絡(luò)空間命運共同體的合作機制。
[Abstract]:The "Cyberspace Destiny Community" proposed by President Xi Jinping is an important part of the "Human Destiny Community", which is of great significance to the ongoing "Belt and Road" initiative. The community of destiny in cyberspace is mutually beneficial, balanced and inclusive. If countries along the route can abandon the differences of ideology and social system and join hands to deal with cyberterrorism and cyberhegemony, the network security along the line will be maintained effectively. However, the countries along the route also face the challenges of western powers in constructing cyberspace destiny community, such as different forms of consciousness and so on. Therefore, this paper puts forward the establishment of the right of co-administration of cyberspace along the line and the relevant norms of international law, so as to form an institutional mechanism for the common use of cyberspace along the route. The cooperation mechanism of network technology and industry development along the line to construct the network space destiny community along the line.
