【摘要】：全球史是一部互聯(lián)互通的歷史,全球范圍內(nèi)的互聯(lián)互通是全球化時(shí)代的本質(zhì)特征。人、財(cái)、物、智的自由流動(dòng)從來(lái)沒(méi)有達(dá)到今天這樣的程度,我們正邁入互聯(lián)互通的世界。新的世界不再追求征服和殖民,不再將勢(shì)力范圍作為目標(biāo),而是通過(guò)與市場(chǎng)、高科技、原材料建立更緊密的聯(lián)系來(lái)提高國(guó)際競(jìng)爭(zhēng)力。為此,能力政治比權(quán)力政治更為重要,其中,為國(guó)內(nèi)和國(guó)際社會(huì)提供互聯(lián)互通產(chǎn)品的能力更是處于關(guān)鍵位置。中國(guó)國(guó)內(nèi)互聯(lián)互通覆蓋廣泛且發(fā)展快速,反映了中國(guó)較強(qiáng)的國(guó)內(nèi)互聯(lián)互通能力。全球互聯(lián)互通能力在國(guó)內(nèi)規(guī)劃能力、基建能力、投融資模式等要素基礎(chǔ)上拓展與延伸,在一般意義上,以規(guī)劃對(duì)接能力、裝備的國(guó)際化運(yùn)用、資金支持能力、評(píng)價(jià)體系的建立為基本能力;在更高層面上,以規(guī)劃援助能力、標(biāo)準(zhǔn)的國(guó)際化運(yùn)用、資金動(dòng)員能力、國(guó)際化的評(píng)價(jià)體系為核心能力。能力強(qiáng)弱體現(xiàn)出一個(gè)國(guó)家特別是大國(guó)為國(guó)際社會(huì)提供高質(zhì)量互聯(lián)互通產(chǎn)品的能力限度。當(dāng)今,中國(guó)已經(jīng)成為全球互聯(lián)互通產(chǎn)品的最大貢獻(xiàn)者之一,已經(jīng)具備全球互聯(lián)互通的基本能力,正在逐漸顯現(xiàn)和提升全球互聯(lián)互通的核心能力。中國(guó)倡議推動(dòng)的"一帶一路"的理論基石是互聯(lián)互通理論,應(yīng)在中國(guó)廣泛的互聯(lián)互通實(shí)踐中,繼續(xù)總結(jié)中國(guó)的新經(jīng)驗(yàn)和新路徑,將其提煉為概念、范式和理論,進(jìn)一步豐富和完善互聯(lián)互通理論。
[Abstract]:Global history is a history of interconnection, which is the essential feature of the era of globalization. Never before has the free flow of people, wealth, goods, and wisdom reached this level, and we are entering an interconnected world. The new world no longer seeks to conquer and colonize, no longer targets the sphere of influence, but enhances international competitiveness through closer links with markets, high technology, and raw materials. Therefore, capacity politics is more important than power politics, and the ability to provide interconnected products for domestic and international community is even more important. China's wide coverage and rapid development of domestic connectivity reflects China's strong domestic connectivity capacity. The global connectivity capacity is expanded and extended on the basis of domestic planning capacity, infrastructure capacity, investment and financing model, etc., in general, the ability to plan for docking, the internationalization of equipment, the ability to support funds, etc., The establishment of evaluation system is the basic ability, and at a higher level, the core competence is the ability of planning aid, the internationalized application of standard, the ability to mobilize funds, and the evaluation system of internationalization. The ability of a country, especially a big country, to provide high quality connectivity to the international community. Nowadays, China has become one of the biggest contributors to the global interconnection products, which has the basic ability of global connectivity, and is gradually showing and improving the core capabilities of global connectivity. The theoretical foundation of "Belt and Road" promoted by China is the theory of interconnection. In China's extensive practice of interconnection, we should continue to sum up China's new experiences and new paths and refine them into concepts, paradigms and theories. Further enrich and improve the theory of connectivity.
