【摘要】：鑒于全球氣候變化對世界經(jīng)濟社會發(fā)展形成一種不可逾越的剛性約束,全球氣候治理體制將在很大程度上決定各國在未來國際分工中的地位,任何力圖重塑國際秩序的國家都必須順應低碳轉(zhuǎn)型的全球性潮流。全球氣候治理正在成為撬動當前國際秩序轉(zhuǎn)型的重要杠桿,推動國際秩序轉(zhuǎn)型朝著特定的方向發(fā)展。如果說走向低碳經(jīng)濟是未來世界各國組織其經(jīng)濟社會活動的必然選擇,那么低碳化轉(zhuǎn)型越成功的國家在國際秩序轉(zhuǎn)型進程中就越會占據(jù)主導地位,從而在未來低碳經(jīng)濟時代掌握主導權(quán)。一般而言,國際秩序由國際規(guī)則制定權(quán)分配、國際制度、國際觀念構(gòu)成。全球氣候治理的根本要義在于促使世界向低碳經(jīng)濟轉(zhuǎn)型,這對世界各國實力的此消彼長產(chǎn)生深遠影響,最終會影響國家間的實力對比變化、國際制度的建設(shè)和國際觀念體系的重構(gòu),這從根本上決定了國際秩序本身的內(nèi)涵與特質(zhì)。中國正在成為影響和解決全球氣候變化的重要力量,在全球低碳化轉(zhuǎn)型的道路上,中國擔負著特殊的國際責任和綠色使命,中國的發(fā)展道路和戰(zhàn)略選擇不但會決定中國在未來國際秩序中的地位,也會在很大程度上決定未來國際秩序的內(nèi)容。
[Abstract]:In view of the fact that global climate change poses an insurmountable rigid constraint on world economic and social development, the global climate governance regime will to a large extent determine the place of countries in the future international division of labour, Any country seeking to reshape the international order must adapt to the global trend of a low-carbon transition. Global climate governance is becoming an important lever to leverage the transformation of the current international order and promote the transformation of the international order to a specific direction. If moving towards a low-carbon economy is an inevitable choice for countries in the world to organize their economic and social activities in the future, the more successful the low-carbon transition will be, the more dominant countries will be in the transformation process of the international order. Thus in the future low-carbon economic era to master the dominant power. Generally speaking, international order is composed of international rule making power distribution, international system and international concept. The fundamental point of global climate governance lies in the transition of the world to a low-carbon economy, which has a profound impact on the rise and fall of the world's power, and will ultimately affect changes in the balance of power among countries. The construction of the international system and the reconstruction of the international concept system fundamentally determine the connotation and characteristics of the international order itself. China is becoming an important force to influence and solve global climate change. On the road of global low-carbon transformation, China is shouldering a special international responsibility and green mission. China's development path and strategic choice will not only determine the status of China in the future international order, but also determine the content of the future international order to a great extent.
