【摘要】：當今,中國融入全球化經(jīng)濟與市場體系已不可逆轉(zhuǎn),中國的發(fā)展與外部世界的相互依賴程度大大提升,建立穩(wěn)定的能源供應(yīng)體系,確保能源安全成為中國的戰(zhàn)略重點。而中亞由于其地緣戰(zhàn)略位置的重要性及豐富的能源蘊藏,成為中國及其它大國爭奪的焦點,能源安全問題迫在眉睫。 俄羅斯和美國作為影響中國中亞能源安全的主要地緣因素,論文對俄美兩國的中亞能源戰(zhàn)略進行了分析,分別就兩國對中國于這一地區(qū)建立能源安全保障體系產(chǎn)生的積極或消極影響進行討論。同時,對中俄美三國這一組大三角關(guān)系在中亞能源博弈這一方向上展開比較分析。通過比較三國在該地區(qū)能源戰(zhàn)略的目標、合作方式及其政策效用,最后提出中國為確保中亞能源安全而應(yīng)對俄美兩國所奉行的總體策略。 發(fā)展穩(wěn)定的中美關(guān)系,對美國在中國中亞能源安全問題上發(fā)揮的作用給予更多的戰(zhàn)略重視,不搞對抗,維護兩國之間的總體緩和與合作的大趨勢。及時跟蹤與調(diào)查美國在這一地區(qū)的能源戰(zhàn)略與目標,進而調(diào)整自身策略,并建立相應(yīng)的綜合應(yīng)對機制以增進中國的能源利益。至于俄羅斯,中國則要借助兩國戰(zhàn)略伙伴關(guān)系得以形成的機遇,進一步加強雙方的經(jīng)貿(mào)關(guān)系,通過中國自身的對俄經(jīng)濟優(yōu)勢,盡快提升兩國之間能源領(lǐng)域合作的深度,這樣不僅可以借此來抗衡美國的壓力,更能將俄羅斯豐富的能源資源納入到中國中亞能源供應(yīng)的體系之中,以最大程度確保中國中亞能源的安全。 本論文在創(chuàng)作過程中主要采取了歷史文獻分析法和比較分析方法。通過對文獻的收集、整理和分析,分別分析俄美兩國對中國的中亞能源安全的作用,同時對俄美因素進行比較分析。正是通過基于中俄美三國在中亞能源外交的綜合比較分析,才能更好地認識中國的中亞能源供應(yīng)所面臨的地緣環(huán)境,從而為中國制定相應(yīng)的對策提供思路。
[Abstract]:Nowadays, China's integration into the global economy and market system has become irreversible, and the degree of interdependence between China's development and the outside world has been greatly enhanced. To establish a stable energy supply system and ensure energy security has become the strategic focus of China. Due to the importance of its geo-strategic position and abundant energy reserves, Central Asia has become the focus of China and other major countries, and energy security is imminent. Russia and the United States are the main geographical factors influencing China's energy security in Central Asia. This paper analyzes the energy strategy of Russia and the United States in Central Asia. The positive and negative effects of the two countries on the establishment of China's energy security system in the region are discussed respectively. At the same time, this paper makes a comparative analysis on the energy game in Central Asia between China, Russia and the United States. By comparing the objectives, modes of cooperation and policy effectiveness of the three countries' energy strategy in the region, the paper puts forward the overall strategy that China should adopt in order to ensure the energy security in Central Asia between Russia and the United States. To develop stable Sino-US relations, pay more strategic attention to the role of the United States in China's energy security in Central Asia, do not engage in confrontation, and safeguard the general trend of relaxation and cooperation between the two countries as a whole. The energy strategy and target of the United States in this area are followed and investigated in time, and its own strategy is adjusted, and the corresponding comprehensive coping mechanism is established to enhance the energy interests of China. As for Russia, China will take advantage of the opportunities provided by the strategic partnership between the two countries to further strengthen the economic and trade relations between the two sides, and through China's own economic advantages to Russia, it will raise the depth of cooperation in the field of energy between the two countries as soon as possible. This can not only counteract the pressure from the United States, but also bring Russia's abundant energy resources into the energy supply system of China's Central Asia, so as to ensure the energy security of China's Central Asia to the greatest extent. In the process of writing, this paper mainly adopts the method of historical literature analysis and comparative analysis. Through the collection, collation and analysis of the literature, this paper analyzes the role of Russia and the United States in China's energy security in Central Asia, and makes a comparative analysis of the Russian and American factors. It is based on the comprehensive comparative analysis of the energy diplomacy of China, Russia and the United States in Central Asia that we can better understand the geo-environment of China's energy supply in Central Asia and provide some ideas for China to formulate corresponding countermeasures.
