【摘要】："安全化"的分析框架提出了一種安全研究的新邏輯,這樣的邏輯認為:安全應被理解為一個"主體間"互動的過程。更重要的是,"安全化"可以為掌握安全話語的施動者"把某個問題作為享有最高優(yōu)先權的問題提出,并借此宣稱某種需要或者權力須以超出常規(guī)的方式加以應對"提供了學理上的依據(jù)。冷戰(zhàn)結(jié)束后,美國在戰(zhàn)略層面推進了宗教問題安全化以在世界范圍內(nèi)實踐其"擴展民主"的戰(zhàn)略利益,這使得宗教問題一度成為中美關系安全議程中的核心議題。在此背景下,美國是安全化的動議者,可以將任意"指涉對象"面臨的存在性威脅進行安全化的"渲染",而中國則被視為所謂的"指涉對象"。當中國被美國"渲染"為"威脅代理"的時候,中國采取了"去安全化"的應對;而當美國"渲染"為被宗教恐怖主義所威脅的"指涉對象"的時候,中國采取了"選擇性安全化"的做法。在此過程中,雖然美國將宗教問題安全化的戰(zhàn)略在冷戰(zhàn)結(jié)束初期有助于其對內(nèi)凝聚共識、對外擴展利益,但是隨著該項戰(zhàn)略的推進,將宗教問題安全化的做法更多表現(xiàn)出了其內(nèi)在的戰(zhàn)略缺陷和學理困境。
[Abstract]:A new logic of security research is proposed in the framework of "securitization", which holds that security should be understood as a process of interaction between subjects. More importantly, "securitization" can raise a problem as a matter of the highest priority for the actors who master the security discourse. The claim that a certain need or power must be dealt with in an unconventional manner provides a theoretical basis. After the end of the Cold War, the United States promoted the security of religious issues on a strategic level in order to practice its strategic interests of "expanding democracy" in the world, which made religious issues once the core issue in the security agenda of Sino-US relations. In this context, the United States is a security mover, it can "exaggerate" the existential threat to any "target", while China is regarded as the so-called "target". When China is "portrayed" by the United States as a "threat agent", China takes a "de-securitized" response, while the United States "exaggerates" as a "target" threatened by religious terrorism. China has adopted a "selective security" approach. In the process, although the United States' strategy to secure religious issues in the early stages of the Cold War helped it to forge consensus at home and expand its interests abroad, with the advance of the strategy, The practice of making religious issues safe shows its inherent strategic defects and theoretical dilemmas.
