【摘要】：隨著全球化的深入進(jìn)行，國際行為主體日益多元化，一些非國家行為體，尤其是以城市為代表的地方行為體在國際舞臺(tái)上扮演越來越重要的角色。在中國，城市外交作為中央政府總體外交的重要組成部分，是隨著中國城市與外國友好城市的建立而起步的，其萌生于地方政府的外事工作而又超越了外事工作的范疇。北京市政府工作報(bào)告提出把建設(shè)“世界城市”定為北京未來的發(fā)展方向，因而加大對(duì)北京城市外交的研究無疑有利于北京更好地“走向”世界，實(shí)現(xiàn)“世界城市”的發(fā)展目標(biāo)。 首先，本文在對(duì)當(dāng)今國際關(guān)系理論中關(guān)于城市外交學(xué)說考察的基礎(chǔ)上，以城市的國際行為為研究對(duì)象，闡述城市外交的興起、定義與定位，并將城市外交與外交（總體外交）、公眾外交、民間外交、地方外事等相關(guān)概念進(jìn)行辨析。 其次，在梳理北京市城市外交歷史發(fā)展脈絡(luò)，整理新世紀(jì)北京城市外交發(fā)展進(jìn)程的大量數(shù)據(jù)的基礎(chǔ)上，剖析出北京城市外交的特點(diǎn)，從主體身份的淵源、利益驅(qū)動(dòng)淵源、發(fā)展路徑三個(gè)方面初步描繪出北京城市外交的輪廓，表明在中國的現(xiàn)行體制下，地方政府開展城市外交活動(dòng)從無到有，逐漸受人關(guān)注，公眾的國際意識(shí)逐漸增強(qiáng)，，參與對(duì)外交往的積極性越來越高，日益影響到中央外交。同時(shí)地方政府的參與為中國國家外交提供了可資利用的渠道，豐富了外交的形式和內(nèi)涵。 最后，進(jìn)一步提出了北京在開展對(duì)外交往上存在的問題和相應(yīng)的對(duì)策建議。期望通過個(gè)案分析幫助更多城市決策者將城市的對(duì)外交往置于理論指導(dǎo)之下，同時(shí)也希冀對(duì)豐富我國現(xiàn)有的城市外交理論有所裨益。
[Abstract]:With the deepening of globalization, international actors are becoming more and more diverse, and some non-State actors, especially local actors represented by cities, play an increasingly important role in the international arena. In China, urban diplomacy, as an important part of the overall diplomacy of the central government, started with the establishment of Chinese cities and foreign friendly cities. It originated from the foreign affairs work of local governments and transcended the scope of foreign affairs work. The report of the Beijing Municipal Government proposed that the construction of "world city" should be regarded as the future development direction of Beijing, so it is undoubtedly beneficial for Beijing to "go to the world" and realize the development goal of "world city" by increasing the research on Beijing's urban diplomacy. First of all, on the basis of investigating the theory of city diplomacy in the theory of international relations, this paper discusses the rise, definition and orientation of city diplomacy, taking the international behavior of city as the research object. The related concepts of city diplomacy, general diplomacy, public diplomacy, folk diplomacy and local foreign affairs are analyzed. Secondly, on the basis of combing the historical development of Beijing's urban diplomacy and sorting out a large number of data on the development process of Beijing's urban diplomacy in the new century, this paper analyzes the characteristics of Beijing's urban diplomacy, from the origin of the subject identity and the source of interest drive. The outline of Beijing's urban diplomacy is preliminarily described in three aspects of the development path, which indicates that under the current Chinese system, the local governments' urban diplomacy activities began from scratch, gradually attracted people's attention, and the international consciousness of the public gradually increased. The enthusiasm for participating in foreign exchanges is getting higher and higher, and increasingly affecting central diplomacy. At the same time, the participation of local government provides the channel for China's national diplomacy, and enriches the form and connotation of diplomacy. Finally, the paper puts forward the problems and corresponding countermeasures. It is hoped that the case study will help more city decision-makers to put the foreign communication of cities under the guidance of theory, and at the same time, it is hoped that it will be beneficial to enrich the existing theories of urban diplomacy in China.
